Evacuees will have problems finding affordable housing African Americans will be particularly affected: They lived in poor neighborhoods that suffered severe damage. Most did not have home insurance. They have difficulties finding jobs. They will not be able to buy the expensive houses being built. They will not afford the higher rents.
