2. Press Council

General objective: Introduction mechanisms of self regulation as a democratic, efficient and effective way of reaching and implementing standards in the field of media through the Press Council as an independent regulatory body. Specific objectives:  Protection of journalists in the context of their profession;  Responsibility of journalist towards their profession and compliance with the rules of journalist ethics, reporting in accordance with regulations and Code of Ethics;  Public trust

2. Press Council Expected results  Accountable journalism, reporting in accordance with the law and the Code  Promotion of independent and professional journalism  Promotion and protection of the freedom of expression, information and standards of journalist ethics  Better position of journalists  Elements of the Code of Ethics in collective agreements  Media organizations establish their own codes in accordance with the standards

Press Council Planned activities 1.Preparatory activities  Elaboration of the feasibility study;  Forming of a Work Group consisting of media professionals and interested public through a democratic and transparent procedure;  Elaboration of a proposition for the Rules of Procedure on the work of the Press Council: responsibilities, composition, criteria for the election of members and functioning modality;  Public debate on the Rules of Procedure;  Organization of election conferences and election of members of the Press Council based on the adopted Rules of Procedure; 2.Promotion of the work and role of the Press Council; education of journalists 3.Expert help in the forming and in the work of the Press Council

3. Media and informing on the process of European integrations

General objective : Promotion and improvement of the effectiveness and quality of the work of the media Specific objectives : 1.Support to the fulfilling of the role of the media in the European integration process and objective and accurate informing of the public on all aspects of European integration. 2.Strengthening of human capacities and professionalism of the media at national, regional and local level.

3. Media and informing on the process of European integrations Expected results: 1.Professionally trained journalists and objective and timely informing of the public on the topics relevant to the European integration process and implementation of the Stabilization and Association Agreement ; 2.More efficient presentation of Serbia as a potential candidate country for EU membership in the EU member states and fulfillment of stabilization and association requirements ; 3.Enhanced capacities for sustainable and independent operation/functioning of regional and local media.

3. Media and informing on the process of European integrations Planned activities 1. Identifying media professionals and specialized media engaged in and partly qualified for reporting on European integration issues 2. The training programme carried out through: Study tours and getting acquainted with the activities and functions of relevant EU institutions Thematic trainings according to the model already implemented by the European Journalism Centre in Maastricht Thematic in-house trainings in the media in Serbia which would be led by domestic and foreign instructors 3. Study visits of foreign journalists in order to present the European integration process 4. Implementing training programmes which could facilitate the access of the media to financial sources

4. Public interest in the field of media

General objective Fulfillment of the role of the media in democratization of the society and the development of the civil society. Specific objective  Media pluralism – the right of public to know  Informing of national minorities and disabled persons  Strengthening of the capacities of local and regional media : Employment of journalists Programme diversity Technical equipping

4. Public interest in the field of media Expected results Objective and independent informing, a programme of better quality, development of civil awareness, culture of dialogue, development of the media in underdeveloped municipalities, development of civil media

Public interest in the field of media Planned activities  Legislative measures concerning public interest in the field of informing  Planned and regular (co-)financing of production/transition of programmes and publishing of articles according to the objectives of public interest;  monitoring of the results (co)financing, preparation and coordination of development projects, criteria for (co)financment, analysis, information and reporting.
