SAFER general presentation - January 2009 The global dimension of crises and disasters 2008 will probably go down in history as a year with one of the highest numbers of victims of natural catastrophes. The earthquake in the Chinese province of Sichuan, the cyclone in Myanmar, and other natural catastrophes between January and June claimed the lives of more than 150,000 people. The largest number of events ever recorded in one year was 960 – and that was in 2007.

SAFER general presentation - January 2009 SAFER project rationale The project SAFER aim is to implement and to validate a preoperational version of the GMES Emergency Response Service, reinforcing the European capacity to respond to such challenges In the long term, ERCS will provide tangible benefits for all citizens, in Europe and worldwide, in terms of better quality of life, better health, and increased safety. In first priority we want to validate an information service focusing on rapid mapping during the response phase and then to enrich this service with a wider set of thematic products.

SAFER general presentation - January 2009 SAFER V0, V1 and V2 Available atMain featuresComments / users benefits V0 M1 Based on the available solutions and capacities developed in PREVIEW, RESPOND, RISKEOS, LIMES, BOSS4GMES. The main innovation in V0 will be the operation organisation of the service activities with the setting-up of the service focal point  Reference version for the project’s activities  Provides a first tool to deliver “preoperational products” and maintain the link with the users communities.  The new operational model will be set up as soon as possible (around M6 depending on WP1 results). V1 End of M15 First implementation of the target SAFER service, but limited to Reference and assessment mapping  First implementation of the targeted functional architecture, including the focal point and the data access mechanism  First version of the service infrastructure.  ~40% of reference maps produced.  Standardisation of procedures and products.  Improved response time for the reference mapping : 6 hours deadline can be met (if crisis occurs on hotspots mapped at this stage)  Improved user support.  First version of the service gateway and delivery system to in-field operatives.  V1 can be operated as an operational system. V2 End of M27 V1 + Consolidated version of service processes and infrastructure. Integration of selected thematic products.  Improved response times for reference and assessment mapping.  Enrichment of service information content (thematic maps)
