2 The Problem Scattered records: –Ineffective information sharing –Cumbersome, expensive, and fallible –No mechanism to collect and consolidate information No responsible institution or entity that: –Securely stores complete electronic health care records –Provides personal health care information when and where needed –Creates value through storage of electronic health care records for patients and providers

HIIAB* + AccessMyHealth.org – Our Roots SSB law led to series of recommendations for health IT in Evergreen State *Health Information Infrastructure Advisory Board + HCA responsible for subsequent state action. July 2008 through June 2009: $2 million in grants* for two to four regional pilot projects. hac.wa.gov/hit

9 AccessMyHealth.org – Our Elevator Speech AccessMyHealth.org is a partnership of Washingtonians – patients, doctors, and others – that will be exploring ways to improve patients’ access to their personal health information. AccessMyHealth.org is supporting the concept of secure online personalized health records to help you gather and store your health information to share with your doctors, family members, and others.

10 Key policy objectives for pilots: –Operational by 1/09 –Pilot methods to drive adoption/usage of HRBs –Use of information to “activate” consumers –Consumer access to and management of clinical health information –Heath information sharing between HRB and industry information sources State policy questions pertaining to HRBs: –Impact on health disparities, special populations, public health –Optimal role of government –Financial sustainability Pilot Approach

11 AccessMyHealth.org – Three Surveys / Future Vision Three online surveys: 1)Consumer focused. Started June 1st. 2)Privacy and security focused. Starts in July. 3)Follow-up on previous surveys. Starts August 1 st. Future Vision: 1)Help patients become knowledgeable partners/advocates 2)Ombudsman role: provide unbiased/impartial information 3)Education role: teach the benefits of informed patients partnering with doctors 4)Be the magnet for and about online health records in WA 5)Provide voluntary certification/seal of approval
