Nuts and Bolts of the Workforce Education Course Manual (WECM)

UNIQUE TYPES OF COURSES Special Topics Course Local Need Course Mirror Image Course Vendor Specific Course CEU Professional Certification Course Less Than 7-Hour Mandatory Licensure/Credentialing Course WECM/ACGM and FOS Course External Learning Experience Course

Special Topics Courses Available within each six-digit CIP code. College chooses discipline-specific learning outcomes for these courses. Identified by a 9 in the third digit of the course number. Reviewed at Course Review Workshops to determine if they should become regular WECM courses. Valid for 24 months. Must resubmit if not incorporated in WECM.

Special Topics Courses Title must be workforce related. Course content must be related to workforce education Used only when course content is not available in the WECM Address current events, skills, and knowledge relevant to the field Presented through electronic submission process

CIP Area Code: (Electrical and Electronics Equipment Installer and Repairer, General) Course Title: Special Topics in Electrical and Electronics Equipment Installer and Repairer Course Level: Introductory, Intermediate, or Advanced Course Description: Topics address recently identified current events, skills, knowledge, and/or attitudes and behaviors pertinent to the technology or occupation and relevant to the professional development of the student. Learning Outcomes: Learning outcomes/objectives are determined by local occupational need and business and industry trends.

Local Need Courses Colleges may submit Local Need courses to respond to unique local or regional conditions. Evidence of need for these courses must be substantiated by support from business and industry in a limited geographical area. Local Need Courses are reviewed at Course Review Workshops to determine if they should be included in the WECM.

Local Need Courses Course content must be related to workforce education Supported need by evidence from business and industry in the geographic area Offered consistently over a period of time Submitted electronically for approval prior to instruction Valid for 24 months after which time college must resubmit

Mirror Image Course Many Semester Credit Hour (SCH) courses have exact replicas (mirror images) offered for Continuing Education Units (CEUs). Referenced in the WECM below course number.

Learning Outcomes: Apply the basic rules of grammar, spelling, capitalization, number usage, and punctuation; utilize terminology applicable to technical and business writing; develop proofreading and editing skills; and write effective sentences and paragraphs for business applications. Vendor Specific Course Specifically accommodates the instructional requirements of commercial vendors Occurs primarily in the Information Technology areas. Designed for students seeking certifications in the use of various software packages, network engineering, etc.

Vendor specific course. Should be used only by vendor authorized institutions. A generic course is available as follows: ITNW 2346, ITMC CIP Area Code: (Business Systems Networking and Telecommunications) Course Title: Designing a Secure Microsoft Windows Network Course Level: Advanced Course Description: Provides students with the knowledge and skills necessary to design a security framework for small, medium, and enterprise networks by using Microsoft Windows networking technologies. Learning Outcomes: Provide secure access to local network users; remote users and remote offices; provide secure access between private and public networks; and provide secure access to partners.

Generic Non-Vendor Course For some vendor specific courses, parallel courses that are not vendor specific are also included in the WECM. These are designed for institutions wishing to offer courses addressing similar outcomes as those in vendor specific courses but the institutions are not vendor authorized. CEU Professional Development Courses Intensive training in an identified area(s) to meet continuing education and/or review/update requirements associated with professional licensure or certification. Limited to 7-24 contact hours.

CIP Area Code: (Cosmetologist) Course Title: Professional Development: Cosmetologist Course Level: Intermediate Course Description: Intensive training in an identified area(s) to meet continuing education and/or review/update requirements associated with professional licensure or certification. Learning Outcomes: Demonstrate comprehension of current issues or topics or new/updated guidelines. Licensing/Certification Agency: Texas Cosmetology Commission

Less Than 7-Hour Mandatory Licensure/Credentialing Courses Contained in the WECM for such topics as Real Estate, Hepatitis Training, etc. Colleges send these courses as Local Need to CB. CB verifies mandatory training for licensure/certification with state agency. CB sends to WECM Maintenance Project for incorporation into WECM.

CIP Area Code: (Nursing [R.N. Training]) Course Title: Hepatitis C License Renewal for Nurses Course Level: Intermediate Course Description: Continuing education requirements for registered nurses. Up-to-date training of risk factors, sources, routes, transmission, and prevention of Hepatitis C Virus. Includes serologic and laboratory test and the nursing care of a patient with Hepatitis C Virus. Learning Outcomes: Define Hepatitis C virus; describe the risk factors for acquiring Hepatitis C virus; recognize sources, routes, transmission, and prevention of the virus; describe the serologic and laboratory test used to diagnose and evaluate patients with the virus; and understand nursing care for a patient of Hepatitis C Virus. Licensing/Certification Agency: Texas State Board of Nurse Examiners

WECM/ACGM and FOS Course If a WECM course is parallel in content to a Lower-Division Academic Course Guide Manual (ACGM) course, the ACGM course is referenced in the WECM. A Field of Study (FOS) course is intended for transfer of lower division course credit to baccalaureate programs at senior institutions. If a WECM SCH course is parallel to an ACGM FOS course, the WECM course description will be annotated.

Learning Outcomes: Explain the psychological, social, and economic impact of crime in society and identify characteristics of major crimes, the impact on society and the prevention thereof. CIP Code: (Business/Commerce, General) Course Title:Cooperative Education - Business/Commerce, General Course Level:Intermediate and Advanced Course Description: Career-related activities encountered in the student's area of specialization offered through an individualized agreement among the college, employer, and student. Under the supervision of the college and the employer, the student combines classroom learning with work experience. Includes a lecture component. Learning Outcomes: As outlined in the learning plan, Apply the theory, concepts, and skills involving specialized materials, tools, equipment, procedures, regulations, laws, and interactions within and among political, economic, environmental, social, and legal systems associated with the occupation and the business/industry and will demonstrate legal and ethical behavior, safety practices, interpersonal and teamwork skills, and appropriate written and verbal communication skills using the terminology of the occupation and the business/industry. In rare instances, written as a result of recent licensure or certification in a specific field. May also be written to meet the demand of emerging and high-tech occupations. Recommended by statewide Curriculum Consortium. Recommended by statewide Curriculum Consortium.

Revised WECM Course A course that has been modified since September of the current year to enhance course title, level, description, learning outcomes, reference information, recommended lab, and/or contact hours for increased usability.

Archive Pending Courses A course that is unused, obsolete, inadequate, or duplicated and has been recommended to be removed from the WECM database to an archive database for future reference. Available for use and FUNDING until the indicated archive date. Courses archived this fiscal year will be available for funding until August 31, 2005.

This course has been recommended to be archived on 08/31/2005. Course material is duplicated in ITNW 1004, ITNW 2040, and/or ITNW CIP Area Code: (Information Sciences and Systems) Course Title: Network Protocol Course Level: Advanced Archive Pending Courses

CIP Code Federal taxonomy developed by the U.S. Dept. of Educations National Center for Education Statistics WECM courses are arranged by 6-digit CIP Code relating to a specific occupation or job title

Course Title Title should reflect the course description and outcomes and be workforce-related. Published WECM title for SCH courses must appear in college publications and on transcripts. For CEU courses, workforce marketing titles may be used; however, all CEU mirror courses must use the published WECM title.

Course Level Indicates whether the course is introductory, intermediate, or advanced, as recommended by instructional specialists First digit in the course number specifies the course level

Course Numbers Course Number is assigned by WECM Project staff based on the following system: 1x00 to 1x39Introductory 1x00 to 1x39Introductory 1x40 to 1x59 and 2x00 to 2x59Intermediate 1x40 to 1x59 and 2x00 to 2x59Intermediate 2x30 to 2x59Advanced 2x30 to 2x59Advanced The x indicates the SCH and CEU value and must comply with range allowed by the GIPWE

Course Rubric Must be four letters Should not commonly be in use or have previously been used Should relate to common terminology or to a CIP code descriptor Existing course rubric should not be changed unless compelling and substantiated reasons are presented and approved by all Instructional Specialists at a WECM Workshop AND all changes are approved by the WECM Leadership Committee, TACRAO, and the CB.

Course Description Describes the overall goal(s), content, and major topics of the course No more than 100 words, no less than 25 words Full written word or phrase must precede abbreviations. For example, Board of Nurse Examiners (BNE).... Should not contain product names unless vendor-specific course
