2 Uses of CGE Models n Combine Economic Theory and Empirical Data to Cover All Aspects of Economic Behavior n Broad Representation of Technologies  CGE Models can’t Incorporate All Features of Agriculture/Forestry Models n Uses Include: l Macroeconomic policy effects l Interactions of agriculture/forestry and energy l Leakage issues l Provide information to detailed sector models

3 Overview of ADAGE Model ( A pplied D ynamic A nalysis of the G lobal E conomy) n Dynamic, Intertemporally-Optimizing Model l Rational consumers with foresight who maximize utility l Typically has around 5 regions and industries l Solves in 5-year intervals (2005 to 2050/2075) n Production Structures l Nested CES functions and associated elasticities l Other than electricity, based on MIT model structure n Baseline Uses EIA’s AEO & IEO Energy Forecasts n Carbon Dioxide Emissions Tied to Fuel Use in BTUs n Non-CO2 Emissions (CH4, N2O, HFC, PFC, SF6) l MIT approach (endogenous modeling, input to sectors) l EPA forecasts by gas and sector

5 General Issues of Regional CGE Modeling n Establishing Interstate Trade Patterns l Commodity Flow Survey data l Gravity Trade: trade = f(income,distance) n Modeling Trade in Goods l Armington (goods are differentiated by source) l Homogeneous, or identical, goods n Estimation of State-Level Results l Regional model of US => results to states l Model single state and surrounding regions

6 General Issues of Regional CGE Modeling n Feasible Changes in Production l Electricity generation – e.g., total potential wind or biomass, penetration rate of new technology l Land use and values, also potential crops n Constraints on Electricity Flows l IPM data on transmission links l EIA data on congestion points in system

7 Linkages with Sector Models: Policy Modeling n GHG Policy Modeling l Carbon – emissions tied to fuel use l Look at heatrate (BTU/kWh) and how fast technology change occurs n Other Types of Emissions Policies (SO2, NOx) l No direct link between fuel use and emissions l Fuel switching & retrofits to reduce emissions (options and costs are unit specific) l Link to detailed electricity dispatch model

8 Approaches to Linking Models (CGE & Electricity Sector Models) n Indirect Linkage l Use sector model’s cost estimates, let CGE model structure determine changes in electricity prices, fuel use, etc. n Direct Linkage l Force CGE model to replicate other results (electricity price, coal/gas use and prices) n Removal of Electricity Sector in CGE Model l Rely on detailed model for all electricity results l Need iterative solves passed between models to reach a consistent equilibrium

9 Links with Ag/Forestry Models  Response Functions (McCarl/Sands work with ASM/FASOM & SGM) n Express Relationship among Sequestration, Afforestation, Biofuels and Carbon Prices n Repeated Simulations of Ag/Forestry Models l Carbon and fuel prices l Commodity demands l Trade flows, etc. n Incorporate in Relationship in CGE Model

10 Links with Ag/Forestry Models  Endogenize Land Reactions in CGE Model (GTAP, FARM, MiniCAM/AgLU, MIT, GTEM) l GOAL: represent broad reactions of ag/forest sectors in CGE model, if not the details l Land is input to production l GTAP and EPA development of data by AEZ l Allows modeling of competition for land among uses and shifts in rental values l Need ag/forestry sector results to inform CGE model structure * Differences between Static and Dynamic Models

12 Difficult Issues With Endogenous Modeling n How to Model Land l Land rents – flow variable (from data) l Land stocks – tied to carbon levels n Past Land Uses l Implications for carbon stocks (Tracking multiple land stocks, similar to capital?) n Rising Marginal Costs of Land Conversion l Technology parameter changes l Decreasing returns to scale through fixed input

13 Dynamic Issues of Land Modeling n “Saturation” and Impermanence n Management Intensity and Rotations n Harvesting Decisions  Long-term Reactions Depend on Foresight l Used by sector models like FASOM and TSM l Without foresight, may be difficult for agents in a CGE model to consider these dynamic issues when adjusting behaviors

14 Links with Ag/Forestry Models  Direct Links to Ag/Forestry Models (Sohngen/Mendelsohn and DICE/RICE model) n Coordinate Baselines and Reactions n Pass Information between Models l GHG permit price l Land rental values l Energy consumption and prices l Demand for ag/forestry products by industries and households accounting for changes in prices and income

15 Data Requirements n Current Land Rents by Crop and Region n Current Acres by Crop and Region (Probably have to estimate state shares) n Baseline Estimates of Future Changes l Crop production, rents, acres l Urbanization n Costs, Conversion Emissions, Feasible Land Transformations and Output, and Sequestration Potential
