GRAVITY Dropout Reengagement Consortium House Bill 1418 adopted in 2010; OSPI regulations adopted in September, 2011 Legal framework supports a new and unique statewide dropout reengagement system for older youth Student Eligibility: - 16 to 21 years old & not graduated - significantly behind in academic credit - not currently enrolled in any educational program receiving state BEA funding ( th –12 th in Class of 2010) - if not credit deficient, recommended by a case manager - released from their district of residence (out of district students only)

Performance-Based Funding Student FTE based on planned program (900 hours per year) Standard 25 hours weekly of enrollment as definition for student FTE does not apply Program participants considered 1.0 FTE, regardless of hours of attendance, for at least 3 months Participants must achieve one or more performance measures within the three month period to qualify for an additional 3 months of program funding: - Credential attainment (GED, diploma, degree or work credential) - Significant math/reading progress (pre- & post-test) - Completion of college readiness or work readiness coursework - 45 or more hours of work-based learning - One of several college progress measures

Program Requirements Instruction must include: - academic skills & GED preparation coursework with curriculum and instruction that is appropriate to each student's skills levels and academic goals - college readiness & work readiness preparation course work Instruction may include: - vocational training - ESL - college prep math or writing- other, including WBL - high school credit recovery Case management must be provided, including: - support- academic advising - career guidance information- employment assistance - referrals to social and health services
