AYP State Summary Results Of those missing AYP, 66.0% (165) of districts and 4.6% (17) of campuses missed AYP solely due to the 1% and/or 2% caps in 2010, compared to 53.1% of districts and 6.2% of campuses in A total of 111 campuses missed the Mathematics Performance indicator, the largest category that failed to Meet AYP standards.

Preview 2011 AYP performance standards increase to: 80% in Reading/English language arts 75% in Mathematics Graduate Rate annual targets may not change; Participation/Attendance Rate Indicator standards remain unchanged. Texas Projection Measure (TPM) will continue to be used; TPM for TAKS-Modified (TAKS-M) grades 3 and 6 will be phased in. The 2% Federal Cap on TAKS-Modified (TAKS-M) will continue to include TAKS-M TPM values projected to meet the passing standard.

Graduation Rate Requirement 2011 Federal Requirements To set annual graduation rate targets that reflect continuous and substantial improvement from the prior year toward meeting or exceeding the states graduation rate goal amendment requests were limited to school year calculations. Amendments to 2011 AYP, submitted in December 2010, request no changes in the graduation rate targets for

Graduation Rate Goals/Targets The graduation rate calculations that were approved by the United States Department of Education (USDE) include five alternatives for districts and campuses to meet the required goal and targets: – 4-year longitudinal Annual Graduation Rate Goal of 90.0%. – 5-year longitudinal Annual Graduation Rate Target of 80%. 10

Graduation Rate Goals/Targets – 4-year Annual Graduation Rate Target of 75% – 4-year Graduation Rate Alternatives: o Safe Harbor Target A 10.0 percent decrease in difference between the prior year 4-year Graduation Rate and the 90.0 percent statewide goal o Improvement Target A 1.0 percent increase from the prior year 4-year Graduation Rate 11

Graduation Rate Requirement 2012 Federal Requirements 2012 AYP will include the evaluation of disaggregated cohort graduation rate data to determine AYP. All seven student groups will be evaluated on the goals/targets for the Graduation Rate indicator. Currently, the AYP graduation rate calculations used to determine the Other Indicator results for secondary schools evaluate the All Student group only. 12

13 TPM in AYP Texas Projection Measure (TPM) TPM was used for the first time in 2009 AYP evaluations. Students who are projected to meet the standard are counted in the numerator of the AYP performance rate along with students meeting the standard, and this new percent is compared with the AYP targets to determine if the performance standard is met. TPM will continue to be used for 2011 AYP evaluations.

14 1% AYP Federal Cap Students are selected randomly from TAKS-Alt results. TAKS-Alt results processed for the cap include: Meet Standard on TAKS-Alt, On track to meet the TAKS-Alt standard based on the TAKS-Alt Growth Measure. Exceptions to the 1% cap will be processed prior to the Preliminary AYP Release in August 2011.

15 1% AYP Federal Cap Exceptions to the 1% cap will be applied to school districts : registered with the TEA Special Education Residential Facilities Tracking System (RF Tracker) for school year included in the Directory for Services for the Deaf in Texas, Regional Day School Programs for the Deaf (RDSPD). Other Circumstance Exceptions to the 1% Cap are allowable and may be submitted as a regular appeal through the AYP Appeal online system.

16 2% AYP Federal Cap The 2% Federal Cap process includes: Step 1) TEA prioritizes campuses by grades served and proportion of students with disabilities enrolled. School districts have the opportunity to review and/or modify the campus rankings. Step 2) Student results are selected in order to maximize the number of campuses that Meet AYP beginning with the campuses assigned the highest priority.

17 2% AYP Federal Cap TAKS-M proficient results are selected and processed for the cap from results that: Meet Standard on TAKS-M, Projected to meet the TAKS-M standard based on TPM (for school year , TPM on TAKS-M is available for grades 3, 4, 6, 7, and 10 only).

18 AYP Federal Caps 1% and 2% Federal Caps Reminder: The federal cap relates to counting students as proficient for AYP purposes only and does not limit the number of students that may take an alternate assessment. State policies and procedures related to assessment decision-making are detailed in the TEA publication titled Admission, Review, and Dismissal (ARD) Committee Decision-Making Process for the Texas Assessment Program.

Texas AYP Workbook 22 On November 15, 2010, the Title I Committee of Practitioners (COP) reviewed the recommended changes to the 2011 AYP Workbook. TEA submitted the amendment requests in December, The letter of request for proposed changes to the 2011 and 2012 Texas AYP Workbook may be viewed at

Texas AYP Workbook Requested Amendments to 2011 AYP Phase-in for the TAKS–M projection equations (TPM) TPM projections are expected to be reported for TAKS–M reading and mathematics tests in school year for grades 3 and 6. The 2011 Federal Cap process will remain the same as 2010 AYP, with the addition of the TAKS-M TPM for grades 3 and 6. Graduation Rate Annual Target Request to hold the 2010 graduation rate targets constant for 2011 and 2012 AYP, since student group evaluations are required beginning in 2012.

Texas AYP Workbook Requested Amendments for 2012 AYP and Beyond – Carry forward 2011 AYP status for all campuses and districts and maintain School Improvement Program (SIP) intervention stages. – TEA will submit a larger proposal for AYP determinations for 2013 and beyond under the new STAAR assessment program.

25 AYP Transition Plan 2012 & Beyond Considerations for AYP If needed, alternatives for reporting 2012 AYP results, including proposed timelines will be provided in future amendment requests. Graduation Rate targets for 2012 are applied to every student group. Consideration for the use of end-of-course assessments in all grades on secondary campuses for 2013 AYP. Student graduation requirements will include end-of-course testing. AYP performance targets will need to be set under the new STAAR assessment program.
