Aims to explore the basics of urban design and the theoretical aspects applied in the housing schemes and residential areas and highlighting the excellence and creativity and the factors that helped in achieving that excellence and innovation then look into the possibility of their application in housing schemes in urban areas. Introduction and Definition The design of any residential area or otherwise should be placed on a preview of integrating all elements and components of a fashion to be spotted on how the region appears detail after the implementation of the scheme and knowledge of environmental impact, aesthetic and physical and psychological violence that have made the determination to residents and visitors, and this the most important concerns of urban design. Urban Design is located in the middle between a group the most important professional disciplines of Architecture and Landscape Architecture and Urban Planning, so it is hard to separate aspects of each of these micro- disciplinary unit within that area. Emanating from this union a set of rules and theories that are attributed specifically to the urban design more than that attributed to any other specialty.

The adoption of this total, the theoretical foundations and creative ideas are a strong indication of the systematic proper scientific method in professional practice in the field of urban design, and the flexibility to building regulations which have been applied in the design of the city have a strong impact in showing the form that characterized it. And research suggests that these regulations and regulations directed mainly to serve the goal of getting innovative solutions and distinctive, while the systems and building regulations in many cities, others are directed to serve the purpose of achieving justice in the distribution of opportunities and is thus reducing access to innovative solutions. So as to realize the aspects of innovation and excellence by providing the appropriate flexibility in building regulations and the promotion of professional practice. Conclusion
