© OECD SIGMA A joint initiative of the OECD and the European Union, principally financed by the EU What needs to be done l Design a legal and administrative framework that facilitates the integration of myriad procurement entities throughout the public sector into a functional and coherent network l Ensure that government purchasing entities employ trained personnel who understand the need for efficient procurement systems l Invest heavily in systems which provide adequate access to data and information, and which facilitate professional networking within the public sector. l Give suppliers access to training and information that promote their competitiveness, which in turn strengthens the market economy. l Design and implement effective mechanisms to curb fraud, waste, abuse and corruption, which threaten public procurement systems in all countries and impede competition.
