The principles in the ICLEI Charter are verbatim the same principles stated in the Earth Charter (written by Gorbachev, Strong, Rockefeller) ICLEI is not the only NGO. How Come We Are Just Now Finding Out About Agenda 21? J Gary Lawrence (Seattle Planner and member of the PCSD) The Future of Local Agenda 21 in the New Millennium a report from 2002 explains the conspiracy: “In the case of the U.S., our local authorities are engaged in planning processes consistent with LA21 but there is little interest in using the LA21 brand. So, we call our processes something else, such as comprehensive planning, growth management or smart growth.”
