Update on IPv6 Transition U.S. Federal IPv6 Task Force Jane Coffin Co-Chair of the U.S. Federal IPv6 Task Force August 2011 – CITEL PCC.I, Mar del Plata, Argentina

Background – IPv6 Timeline  February 2003: The President’s National Strategy to Secure Cyberspace commenced a Government wide effort to address IPv6.  August 2005: OMB Memo M required Federal Agencies to prove IPv6 capability through core network infrastructure testing by June 30,  July 2008: Agency CIOs report they successfully met OMB Memorandum M requirements and enabled IPv6 in their backbone network; and NIST publishes version 1 of the USGv6 Profile (NIST SP ) to support the definition of acquisition requirements for IPv6 products in the Federal Government.  May 20, 2009: The CIO Council issues “Planning Guide/Roadmap toward IPv6 Adoption within the US Government”  November 30, 2009: NIST finalizes initial set of test suites and laboratory / accreditor requirements for the USGv6 Testing Program, and independent laboratories subsequently achieve accreditation under the USGv6 program.  December 10, 2009: U.S. Federal Acquisition Regulation (FAR) is amended is amended to require use of USGv6 Profile and USGv6 Testing Program to define and verify IPv6 requirements in all new IT acquisitions using Internet Protocols.  September 28, 2010: NTIA holds an IPv6 Workshop with stakeholders. OMB releases a memorandum setting new milestones for FY2012 and FY2014 during this workshop. Federal Task Force role and identification of agency Transition Managers.  December 2010: NIST releases SP “Guidelines for the Secure Deployment of IPv6” (describes and analyzes IPv6's new and expanded protocols, services, and capabilities, including addressing, DNS, routing, mobility, quality of service, multi-homing, and IPSec). 2

IPv6 Requirements – Sept 2010 Memo  Upgrade public/external facing servers and services (e.g. web, , DNS, ISP services, etc) to operationally use native IPv6 by the end of FY  Upgrade internal client applications that communicate with public Internet servers and supporting enterprise networks to operationally use native IPv6 by the end of FY  Ensure agency procurements of networked IT comply with FAR requirements for use of the USGv6 Profile and Test Program for the completeness and quality of their IPv6 capabilities. 3

USG Status  FAR was amended (Dec 2009) – Require use of USGv6 Profile and USGv6 Testing Program to define and verify IPv6 requirements in all new IT acquisitions using Internet Protocols – USGv6 Profile and Testing Program:  IPv6 Testing Program is in place and vendor products are being tested  Agencies should require IPv6 compliance for all services and products in all new IT acquisition – Strong synergies needed between IT managers and experts, and acquisition and procurement experts  Agencies have developed implementation plans to achieve 2012 & 2014 deadlines 4
