WORK ZONE SAFETY & MOBILITY Meeting the Federal Rule Jim Allen Safety Implementation Engineer ATSSA Illinois Chapter Meeting December 4, 2007

“To the public the worst thing is being delayed. The second worst thing is not knowing why they’re being delayed.” … … State DOT Executive Work Zone Safety and Mobility

“It is the sense of Congress that many highway projects are carried out in a way which unnecessarily disrupts traffic flow during construction and that methods need to be adopted to eliminate or reduce these disruptions.” Section 1090 ISTEA Work Zone Safety and Mobility

WZ Crashes Majority Occur: –Beginning of the Queue –In the Transition Zone Caused By: –Excessive Speed –Driver Inattention Work Zone Safety and Mobility

“ “Meeting the Customer’s Needs for Mobility & Safety During Construction & Maintenance Operations” Work Zone Safety and Mobility

Work Zone Safety & Mobility Federal Rule Effective October 12, 2007 State and Local Agencies All Types Of Projects Federal Aid System

WZ Safety & Mobility-IDOT Policy Policy Statement During construction, maintenance, and all other activities on our highways, it shall be the policy of IDOT to provide a high level of safety for workers and the public, to minimize congestion and adverse community impacts, and to provide greater public satisfaction.

WZ Safety & Mobility-IDOT Policy Vision Reduce And Eliminate Crashes And Fatalities, And To Mitigate Congestion Due To Work Zones

WZ Safety & Mobility-IDOT Policy Safety Goals : Zero Worker Fatalities Reduce motorist fatalities in traffic-related work zone crashes by 10% each year with the eventual goal of eliminating all of these fatalities. Eliminate crashes, resulting fatalities, and serious injuries caused by queuing. 5% Annual Reduction of WZ crashes

WZ Safety & Mobility-IDOT Policy : Mobility Goals : Delays Shall Not Exceed 5 Min/Mile with a Max. of 30 Minutes Queues Shall Not Exceed 1.5 Miles Beyond Pre-existing Queues

Work Zone Safety & Mobility Transportation Management Plan (TMP) Traffic Control Plan (TCP) Transportation Operations Plan (TOP) Public Information Plan (PIP)

Work Zone Safety and Mobility Traffic Control Plan (TCP) A plan to safely guide traffic through a construction project through the use of traffic control devices and project coordination.

Work Zone Safety and Mobility Transportation Operations Plan (TOP) A plan that consists of strategies which mitigate work zone impacts through the use of improved transportation operations and management of the transportation system.

Work Zone Safety and Mobility Public Information Plan (PIP) A plan that consists of strategies to inform those affected road users including the surrounding community of the expected impact of a project, of changing conditions, and available travel options.
