RUXANDRA PANDEA, HREYN, ADVISORY COUNCIL ON YOUTH OF THE COUNCIL OF EUROPE How to follow up on 2 nd HRE Forum and EDC/HRE Charter

HREYN=Human Rights Education Youth Network An international network of people and organizations, founded in 2006; Seat in Murcia, Spain. HREYN has the mission to work for the recognition and the development of human rights education as an essential instrument for the universal respect for and promotion of Human Rights.

Advisory Council is the non-governmental partner in the co-managed bodies of the youth sector of Council of Europe. It has the task of formulating opinions and proposals on any question concerning youth, dealt with in the Council of Europe and takes part in decision making process within DYS. Is made up of 30 representatives of youth NGOs.

AC priorities for Mainstreaming youth; Implementation of Agenda 2020/ the policy document of youth sector; Youth rights with focus on a potential new document perhaps under the form of a Convention.

2 nd HRE with Young People Forum Living, Learning, Acting for HRE October 2009, 200+ participants Aim: to review the Human Rights Education with Young People Program of COE and to associate young people with the celebration of the 60 th anniversary of COE.

Results of Forum Message of the Forum to the Council of Europe – noted by CM, and JC. Recommendations of the Forum in specific areas and thematics. Links btw HRE and HR defenders as basis for recognition of the right to HRE.

Recommendations of Forum General principles Specific areas: EDC/HRE Charter, mainstreaming, Compass, Education and Training activities, networks and networking, e-participation and e- learning, social rights, work with disadvantaged groups. Consultative Group on HRE

Recommendations of Forum Development of HRE as part of youth policy and other policy areas; Standards for HRE in member states and encourage member states to give on-going support; HRE as a fundamental human right, raise awareness and monitor implementation in member states; Support HRE and training for all professionals working with youth and children; Recognize the role of NGOs in promoting and implementing HRE; Ensure visibility and credit for HRE activities at local level.

Recommendations on the Charter Information on Charter to be made available; Production of a youth friendly version of the Charter; Include it as content in the European and national training courses to follow from 2010; Develop tools on how it can be used by youth NGOs; Discussed in Summer University and October meeting of the Joint Council on Youth.

What is happening already? Consultative Group on HRE: - Will start activity late 2010/early 2011; - Propose standards for HRE through non-formal learning and youth work - Liase with other sectors of COE - Expert advice in implementation of projects and tools - Make proposals for gender mainstreaming in all HR activities - Support the process of implementation of Agenda 2020 in relation to HRE.

What is next to be in COE activities? Integration of Forum recommendations into activities; Information on Charter and training for youth NGO on how to use it; Focus on advocacy for HRE and continue the mainstreaming process at COE level and also national level; Seek ways to increase support for youth organizations active at local level and to European networks.

Potential areas of follow up for youth NGOs advocacy at national level for recognition and support for HRE in non-formal contexts; mainstreaming of HRE in national youth policy; foster greater cooperation with formal education and other potential sectors; Promote the standards for HRE already in place at European level; Take stronger role in monitoring support given to HRE and HRE activities at local level.
