Summary Areas of Research Project Governance Privacy Impact Assessment Overview of the Data Linking Process

Areas of Research Improve our understanding of whether those who have had multiple unplanned admissions to hospital have a social care package in place Improving the information on people with dementia Tracking people with dementia over time to provide evidence of how their support packages change and if this impacts on emergency admissions. Improving the information on people who have a mental health problem and on those who have died by probable suicide to see if and what support packages were in place.

Project governance (2) Permission from the data controllers including data sharing agreements. Support from the Information Commissioner’s Office. Ethical approval (if deemed ‘research’ as opposed to ‘audit’ or ‘service evaluation’). Approval from the CHI Advisory Group. Approval from the Privacy Advisory Committee.

Scottish Government – statisticians, data protection officers & policy ISD Scotland/SHIP – analysts, data linking specialists, IT specialists, Caldicott Guardians National Records of Scotland – Analysts COSLA & ADSW representatives Other local authority representatives – analysts, IT, data protection officers Health board representatives Social care & health service users

Privacy Impact Assessment (PIA) The Scottish Government is committed to using Privacy Impact Assessments to identify and address the potential privacy impacts of all new policy proposals, projects and programmes. –Identity Management and Privacy Principles Linking social care, housing support & health data PIA – linking/HealthSocialCareandHousin/HSCHPIAhttp:// linking/HealthSocialCareandHousin/HSCHPIA –Any comments on the PIA from local authorities to be received by 21st Oct, prior to Privacy Advisory Committee application. –Local authorities to confirm interest to participate by 21st Oct.

How we will link data? Utilise the Scottish Health Informatics Programme (SHIP)/ISD Scotland – Utilise Scotxed Unit, SG –Already collect the social care data from LAs for national statistical publications –This same social care data will be used in the data linking project –
