EVERYTHING BEGINS WITH ALL-SOURCE INTELLIGENCE FUSION AND ANALYSIS. WE WORK IN THE INTELLIGENCE DIRECTORATE TO DEVELOP CASES. THESE CASES PROVIDE THE DETAILS OF AIR AND MARITIME SMUGGLING EVENTS IN THEATER. WE HAND THOSE OFF TO THE OPERATIONS DIRECTORATE, WHICH ATTEMPTS TO DETECT THE TRAFFICKERS, SORT THE GOOD GUYS FROM THE BAD GUYS, AND THEN MONITOR THOSE TRAFFICKERS UNTIL WE HAND THEM OFF TO LAW ENFORCEMENT. WHEN WE DO THE HAND-OFF IN INTERNATIONAL WATERS, WE SHIFT TACTICAL CONTROL OF OUR ASSETS TO THE U.S. COAST GUARD. COAST GUARD CUTTERS HAVE THEIR OWN INDIGENOUS PERSONNEL TO CONDUCT BOARDINGS. HOWEVER, WHEN U.S. NAVY, NETHERLANDS NAVY AND BRITISH NAVY SHIPS ARE WORKING FOR US, COAST GUARD LAW ENFORCEMENT DETACHMENTS ARE EMBARKED IN THEM. SO, WHEN THEY ARE UNDER THE TACTICAL CONTROL OF THE COAST GUARD, THEY CAN PERFORM THE BOARDINGS AND SEARCHES. IF THEY FIND CONTRABAND, THEY CAN PERFORM THE ARRESTS. AND JUST WITHIN THE LAST FEW YEARS, PROSECUTIONS HAVE BEEN ADDED TO THIS BUILDING BLOCK APPROACH. NOW WE ARE RECEIVING MANY MORE EXTRADITIONS OF COLOMBIAN TRAFFICKERS TO THE U.S. THE ARE FACING 20 YEARS TO LIFE IN A U.S. PRISON. TO REDUCE THEIR SENTENCES, THEY ARE PROVIDING INFORMATION ON IMPENDING DRUG MOVEMENTS. THAT IS GENERATING A GREAT DEAL OF INTELLIGENCE, WHICH FEEDS THIS CYCLE. Bush JIATF South Supported Disruptions KGS OF COCAINE DISRUPTED THE GRAPH TO YOUR RIGHT REFLECTS SEIZURES WHERE JIATF SOUTH SUPPORTED LAW ENFORCEMENT WITH OPERATIONAL ASSETS, INTELLIGENCE OR BOTH. THE COMMAND BEGAN FEB 23RD, 1989. AS YOU CAN SEE, DURING OUR FIRST FEW YEARS OF FULL-UP OPERATIONS, WE WERE LARGELY FIGHTING AN AIR WAR. WITH THE ADVENT OF ROTHR, THE GROUND-BASED RADARS AND FOCUSING OUR ASSET PACKAGES AGAINST THE AIR THREAT, WE WERE VERY SUCCESSFUL AGAINST THIS TARGET AND BASICALLY DROVE THE TRAFFICKERS TO A PREFERENCE FOR MARITIME CONVEYANCES IN THE TRANSIT ZONE. HERE IN 1994 WAS A DOD-WIDE 50% FORCE REDUCTION. JIATF SOUTH HAD THEIR FARE SHARE TAKEN AWAY. SINCE THAT TIME WE HAVE LOST ADDITIONAL ASSETS. BUT, WE HAVE CONTINUED TO BE INCREASINGLY SUCCESSFUL. WE BELIEVE THAT IT IS BECAUSE INFORMATION SHARING AND INFORMATION FLOW BETWEEN THE INTERAGENCY IS BETTER THAN EVER. OUR ALLIES HAVE MADE UP FOR SOME OF THOSE ASSETS THAT WE LOST AND THE GRANULARITY OF INFORMATION COMING FROM U.S. LAW ENFORCEMENT IS NOW BETTER THAN EVER. * Drugs lost in Jettisons, Scuttles & Crashes

SOUTH FINALLY, WE BELIEVE THAT WE ARE SUCCESSFUL FOR TWO PRIMARY REASONS. ONE, UNITY OF COMMAND WITH ALL OF US WORKING UNDER ONE DIRECTOR AND TWO—UNITY OF EFFORT, WHICH THIS SLIDE IS MEANT TO ILLUSTRATE.
