Cabinet for Health and Family Services Historical Perspective In November 1985, the Council for Better Education, a nonprofit corporation, filed a lawsuit against the Governor of Kentucky, the President of the Senate, the Speaker of the House of Representatives and the State Board of Education challenging the equity and adequacy of funding for education. Judge Ray Corns, Franklin Circuit Court, ruled in favor of the CBE

Cabinet for Health and Family Services Historical Perspective On appeal, the Kentucky Supreme Court issued an opinion in June 1989, which upheld that the system of common schools in Kentucky was indeed unconstitutional. Kentucky State Constitution—Section 183 –The General Assembly shall, by appropriate legislation, provide for an efficient system of common schools throughout the State.

Cabinet for Health and Family Services Historical Perspective Youth Services Centers were based on a model from New Jersey Department of Families and Children called the School Based Youth Services Program. Its components are: –Mental health and family services Healthy youth development Access to primary and preventative health services Substance abuse counseling Employment services Pregnancy prevention programs Learning support services Family involvement Referrals to community based services Recreation

Cabinet for Health and Family Services Historical Perspective Kentucky’s Family Resource and Youth Services Centers were established as a part of the historic Kentucky Education Reform Act of The FRYSCs remain programmatically intact as originally implemented within KERA.

Cabinet for Health and Family Services Historical Perspective KERA was signed into law on April 11, 1990 There was a huge price tag—over 1 billion dollar tax increase Some legislators were voted out of office because of their support of KERA Some teachers called it the “Kentucky Early Retirement Act”

FRYSC Vision Kentucky’s Family Resource and Youth Services Centers shall establish the national standard of excellence in the provision of school-based family support.

Cabinet for Health and Family Services FRYSC Mission The Kentucky Family Resource and Youth Services Centers program mission is to enhance students’ abilities to succeed in school by developing and sustaining partnerships that promote: –early learning and successful transition into school; –academic achievement and well being while in school; –successful transition into adult life.

Cabinet for Health and Family Services Philosophical Premise There are three underlying themes to the philosophy of this program: –increased parental involvement; –service brokerage for students and families; and –broader community development.
