History of the National Academy May 1995 – established by Presidential Decree In 2001, all campuses were granted the status of regional institutes in the Academy system 21 August 2003 – the President of Ukraine issued a further decree on granting the Academy national status 2 June 2006 – by his decree the President of Ukraine appointed Vira Nanivska as the President of the National Academy and set the goal to improve its management and to ensure its leading role in modernization of the national system of training, retraining and in-service training of civil servants and self-government bodies officials The National Academy of Public Administration, the Office of the President of Ukraine Tel Web: 4

Educational and Research Resources The National Academy includes 14 faculties, 4 of which are in Kyiv, and 57 departments, 17 of which are in Kyiv More than 100 PhDs work at NAPA and nearly 350 assistant and associate professors In addition, some 650 top Ukrainian and international professionals in public administration and experienced administrators, including top government officials, are engaged in the educational process in the National Academy network The National Academy directly works with government bodies and local governments in the process of accepting new students, running internship programs for auditors, and finding postings for its graduates The National Academy of Public Administration, the Office of the President of Ukraine Tel Web: 5

Regional Institutes Train highly-qualified specialists in public administration for regional and local government administrations, local self-government bodies, and state offices, enterprises and organizations On a contractual basis these institutes also train specialists in other, related to public administration fields, such as –Personnel Management and Work Efficiency –Organizational Management –Project Management –Organizing Services in Hotels and Tourist Resorts The regional institutes include 11 faculties, 40 departments and Centers for In-Service Training The National Academy of Public Administration, the Office of the President of Ukraine Tel Web: 6

Institute of In-Service Training for Administrators in Kyiv The leading educational institution in the system of short- term professional development of civil servants and local self-government officials in Category I-IV state postings, corresponding reserves, and managers of state enterprises, facilities and organizations of group I-II The National Academy’s professional development is based on progressive learning technologies and national and international research and practice. The Masters Program in Public Administration The National Academy offers a professional program for educational qualifications at the Master’s level in Public Administration The full-time day program generally requires 18 months, while evening, off-site and distance programs require 30 months The program for a Master’s in Public Administration on a full-time, day basis in Kyiv –is accredited with the European Association of Public Administration Accreditation through to 2011 –was the fourth Public Administration program in Europe to be so accredited The National Academy of Public Administration, the Office of the President of Ukraine Tel Web: 8

The Masters Program in Public Administration Curricula are based on interdisciplinary and multidisciplinary professional development models. Post-graduates and Doctors of Public Administration The National Academy and its regional institutes of public administration today have nearly 820 post-graduate, doctor and post-doctoral students who are in the process of preparing post-graduate and doctoral dissertations in Public Administration in four main areas: –The Theory and History of Public Administration –Mechanisms of Public Administration –The Civil Service –Local Self-Government Six specialized graduate committees have been established for the purpose of defending theses The National Academy of Public Administration, the Office of the President of Ukraine Tel Web: 10
