Initial Operational Service Press conference of BeiDou Initial Operational Service State Council Information Office Dec. 27, 2011 Officially announced to provide Initial Operational Service Published two documents: Interface Control Document (ICD) of BeiDou System (test version) Development of BeiDou Navigation Satellite System (V1.0) Navigation System Press Spokesman gave a report

Compatibility and Interoperability Coordination China and US have achieved common consensus on Radio Frequency compatibility Technical Working Group (TWG) on compatibility and interoperability between BeiDou and Galileo has held several meetings. Promote the coordination of satellite network frequency and orbit location with Japan, Russia and Australia Participate in meetings related to WRC-12 and consultation meetings on 609 resolution held by ITU

Civil Aviation Consideration and Effort CAAC Long term Strategy and Technical Policy; GNSS Activity early benefits and lesson learned; GNSS Global Strategy & Aviation Expectation Long term Requirements & Civil Aviation Guidance CAAC and CSNO’s responsibility Clarification Standardization and Regulation, ICAO SARPs and etc.

What’s Future : Multi-GNSS status ICAO Vision Core Constellations ABAS Evolution SBAS Evolution GBAS Evolution…… GPS and GLONASS:Modernization Galileo and BeiDou:Development Four GNSS systems would be available in the near future as ICAO GNSS Core Constellations

What’s we have done RAIMPS, GBAS, GRIMS, ADS-B , RNP/RNAV Implementation ICG, APEC GIT, ICAO Assembly and NSP…… Since the Manuals is how to implement SARPs and PANS, China, EC and Europe expert had work together on ICAO GNSS Manual (ICAO DOC 9849 ) with the BeiDou and Galileo new Core Constlletion description already ICAO resolutions and decisions A37-12 “ Develop SARPs to support the implementation of the BeiDou (Compass) navigation system of China into the global framework” Special working group has been set up by CSNO and is preparing for the related documents Jiuzhai Huanglong Chengdu

BeiDou Applications :Civil Aviation First BeiDou receiver on board test Future focus on reliability and safety Promote civil aviation system application standards The initial result show us quiet promising, within 12 meter in accuracy and flight enroute form Beijing to Inner Moglia Xilinhaote airport with 10 times departure and landing.

What’s we should done next Support the duty work of ICAO Council Technically to adopt SARPs and incorporate these as Annexes to the Convention to achieve international uniformity / standardization and improve air safety, efficiency and regularity. Support Development and perfect of Legal Framework for GNSS on ICAO Legal Committee CAAC:With the published of AC-91-FS-2010-01R1 (RNP Terminal and Approach) on March, 1st, 2010 and Performance Based Navigation Implementation Roadmap version 1.0 in October, 2009, it is on the plan to consider Chinese BeiDou system as to be one of future satellite constellation choice to enhance the GNSS capabilities. The expert from in and outside civil aviation is also now working together to defined BeiDou application demonstration projects. CAAC expert began to discuss with CSNO about future international industry standardization on avionics such as MOPS issue.

Better to know BeiDou and CAAC in 2012 2012 China Civil Aviation Development Forum Cooperation, Innovation, Imagination lead to Common Prosperity May 23-24, 2012 Beijing, China China Civil Aviation Development Forum is the highest-level government sponsored official aviation annual forum in China. It is hosted by Civil Aviation Administration of China (CAAC) and organized by Civil Aviation Management Institute of China (CAMIC). Topics To Be Covered At The Forum: CAAC plans for investing for development in the  next 5 years;Future of ATC System and Airspace  modernization; Top Chinese airline leaders future directions; Top Chinese airport leaders future directions; Shanghai Integrated Transportation Hub as a model for future development; Increasing system safety, capacity, and efficiency; General Aviation development and future growth; International cooperation ; Cooperation with Chinese provincial and city  governments

China Satellite Navigation Conference CSNC aims at enhancing academic innovation to promote cooperation and exchanges in the field of satellite navigation. The 3rd Satellite Navigation Conference Guangzhou, May 2012 Conference topics Activities: CSNC-ION Joint Panel Academic Exchange High-level Forum Exhibitions Science Popularization The 3rd Satellite Navigation Conference notice

ICG Meeting in China this year Welcome to Beijing Participated in ICG related meetings and ICG Providers Forum; The 7th Meeting of ICG will be held in Beijing from Nov.4th to 9th,2012.

International Initiatives BeiDou /GNSS Application Demonstration and Experience Campaign (BADEC) (China, ICG) international GNSS Monitoring and Assessment Service (iGMAS) (China, ICG) Performance Based Navigation Regulatory Review and Evaluation Visit Program (PBNRREVP) (US, APEC GIT) Joint Multi-GNSS Demonstration for the applications on transportation field in the Asia Pacific region (Japan, APEC GIT) Regional RAIM Prediction System(Thailand, APEC GIT)

BADEC:BeiDou/GNSS Application Demonstration and Experience Campaign Motivation: Demonstrating the performance and improvement of BeiDou/GNSS Let users experience the BeiDou/GNSS Helping people to know more about Multi-GNSS’s knowledge, applications and benefits Promoting new multi-GNSS applications in the region Getting needs feedback related to interoperability from user communities to GNSS providers Introduction and utilization of BeiDou

BADEC Three joint experiments and demonstration projects initiated by international co-operations High precision RTK and vehicle navigation with BeiDou/Multi-GNSS in Australia Pakistan interested in the joint projects on BeiDou/GNSS demonstration in ship navigation BeiDou/Multi-GNSS CORS network demonstration in South Korea

iGMAS:international GNSS Monitoring and Assessment Service Motivation : Improving service performance of multi-GNSS Assurance multi-GNS service more safety Promoting interoperability of multi-GNSS Extending the fields of multi-GNSS applications

iGMAS Proposed Works: Setting up a global tracking network of multi-GNSS Monitoring multi-GNSS SIS, constellation status, navigation data and service performance Monitoring the Multi-GNSS open signal and service performance with not only Multi-GNSS geodetic receivers but also high gain Omni-directional antennas, multi-beam antennas Evaluating the parameters for interoperability Serving GNSS world with data, products, information

Conclusions The construction of BeiDou System goes smoothly, and has achieved desired objectives. Initial operational service has provided, and its performance will be improved with BeiDou System going on. China will promote the construction and applications of BeiDou as planned, and further strengthen international cooperation, promote monitoring and evaluation of GNSS open services, as well as accelerate GNSS applications. As one of the core GNSS providers, China hope early to be an important member of ICAO GNSSs, to provide more options for international civil aviation. International Civil Aviation Organization developing the principles and techniques of international air navigation with its 191 member states, ICAO no doubt is a key for future global GNSS application. Not only will be a pioneer but also for set up a example for Global Strategy and Guidelines.
