Basis for Safety Management Accidents and incidents traced to some form of human error As well as radar screen, tower and maintenance workshop, errors occur at management level Organizational Accident Safety managed on organizational basis

Safety Management System Safety management system provides organizations : –the capacity to anticipate and address safety issues before they lead to an incident or accident. –the ability to deal effectively with accidents and near misses so that valuable lessons are applied to improve safety and efficiency.

Safety Management Programme Day to day management - Service provider SMS State responsibility - regulation Two components –Safety regulatory and oversight function - State –Safety management system – ATS provider(s)

Current Requirements Amendment 40 to Annex 11 –Implement systematic and appropriate ATS safety management programme that: identifies actual and potential hazards and determines the need for remedial action; ensures that remedial action necessary to maintain an acceptable level of safety is implemented; and provides for continuous monitoring and regular assessment of the safety level achieved.
