International Telecommuniction Regulations 2 Purpose And Scope of ITRs General principles related to international telecommunication services and its transport means. Interconnection and interoperability of telecommunication facilities. Giving precedence for the Radio Regulations in case of contradiction. Allowing, within its framework, mutual agreements between countries. To set primary rules for accounting and settlements between members.

International Telecommuniction Regulations 3 When Was It Adopted? The ITR treaty was adopted in the World Administrative Telegraph and Telephone Conference (WATTC) held in Melbourne, Came into force on July 1st, Since then, no update has been made to any of the ITR provisions.

International Telecommuniction Regulations 4 History Of The Review Process Minneapolis 1998 – Res. 79 Council session Expert Group meeting in Nov Council session Council session Marrakech 2002 – Res. 121

International Telecommuniction Regulations 5 Plenipotentiary Conference (Minneapolis, 98) Res.79 instructed the secretary general with the director of the TSB along with a group of appropriate experts to: Study the roles of members (states and sector) in regards to the regulation and operation of telecommunication services. Consider obligations of treaties affecting member states and those who they do regulate. Review to what extent do the needs of member states are satisfied by the ITU instruments (all recommendations, regulations, resolution and decisions) specially ITRs. To report to the council no later than the year 2000.

International Telecommuniction Regulations 6 Council Session, In response to Res. 79 (Minneapolis, 98), The council appointed a group of 19 experts ( Experts Group ) to contribute to the work of reforming the ITRs with the secretary general and the TSB director.

International Telecommuniction Regulations 7 Expert Group Meeting (Nov. 99) The group met for the first time in Nov. 99 and continued their work afterwards by electronic means. The group formed two working groups A and B. Group A to consider from the standpoint of the developing countries. Group B is to consider current and future needs where liberalization is in place or under implementation.

International Telecommuniction Regulations 8 Expert Group Meeting Results. Because of the wide divergence of opinion, the Expert Group didnt come to a single conclusion. Instead the group produced four options: To terminate the ITRs by integrating its provisions to constitution, convention or recommendations. To modify the ITRs keeping it as a treaty level text. To defer the determination of whether to modify the ITRs. Proposals of new areas of regulations to allow further development. (new topics) The Expert Group also proposed the possibility of a combination of these options.

International Telecommuniction Regulations 9 Council Session, The secretary general reported the work accomplished by the Expert Group to the council. The council agreed that: Relevant study groups are invited to consider certain elements of the ITRs which fall within their scope of work to decide whether these elements are still valid. To consider the possible consequences of integrating these elements to the convention, constitution or recommendations. Questionnaire is to be made among all members to collect opinions and proposals on the review of ITRs, and to be reported to the following year session.

International Telecommuniction Regulations 10 Council Session, Council agreed that further consideration by Members of the ITU was required because of the wide divergence. Members are invited to submit proposals on the matter. Secretary-General to report any further considerations provided by members be submitted to the Council 2002.

International Telecommuniction Regulations 11 Plenipotentiary Conference (Marrakech, 2002) Resolution 121 resolved that the Union should continue review of the ITRs. The council was instructed to establish a working group for the review of the ITRs (WG-ITR). A world conference to be held in 2007 or 2008 on the basis of the results of the review process.

International Telecommuniction Regulations 12 Mandates Of WG-ITR 1.To take into account the results of the work carried out under Resolution 79 (Minneapolis, 1998) and all contributions to this conference on the issue as baseline reference documents; 2.To study the ITRs and prepare recommendations on which provisions, if any, should be terminated, retained in the ITRs, transferred to the Constitution or Convention, or embodied in ITU Recommendations; 3.To prepare recommendations of required draft texts for amending the Constitution and Convention, if deemed appropriate; 4.To consider whether there is a need for new provisions in the ITRs, which should be dealt with at a world conference on international telecommunications;

International Telecommuniction Regulations 13 Mandates Of WG-ITR (Cont.) 4.To identify new issues, if any, that may be the subject of ITU Recommendations; 5.To report to the Council annually on its progress with respect to the issues referred to above, including those conclusions of the group that could form the basis for the Recommendations of the three ITU Sectors; 6.To prepare a final report, at the latest by the 2005 session of the Council, for transmission to the 2006 Plenipotentiary Conference.
