SchoolNutrition.Org 2013 Legislative Issue Paper On December 13, 2012, SNA’s Public Policy and Legislation Committee convened at National Harbor to draft the 2013 Legislative Issue Paper. The issue paper has been reviewed and approved by the SNA Board of Directors. This important document drives SNA’s legislative agenda for 2013 and its activities with the new 113 th Congress.

SchoolNutrition.Org 2013 Legislative Issue Paper SNA supports the elimination of the weekly limits on Grains and Meat/Meat Alternates served in the National School Lunch Program. SNA strongly urges Congress and USDA to make this temporary solution for SY permanent immediately.

SchoolNutrition.Org 2013 Legislative Issue Paper SNA urges a delay in the implementation of the School Breakfast Program modifications pending resolution of outstanding issues related to the School Lunch Meal Pattern. Upon implementation of the School Breakfast Program modifications, SNA urges the elimination of the weekly limits on Grains served in the School Breakfast Program and also recommends allowing full substitutability of Meat/Meat Alternates for Grains.

SchoolNutrition.Org 2013 Legislative Issue Paper Section 205 of the Healthy, Hunger-Free Kids Act mandates that certain School Food Authorities annually increase their paid meal prices regardless of their financial solvency. SNA asks Congress to amend Section 205 of the Healthy, Hunger-Free Kids Act by narrowing Section 205 to only those School Food Authorities that have a negative fund balance at the end of the previous school year.

SchoolNutrition.Org 2013 Legislative Issue Paper Unpaid meal charges owed to the School Food Authority by participants in the program have increased significantly. Congress should require USDA to establish a consistent national policy on how to address the debt incurred by the unpaid meal charges.

SchoolNutrition.Org LAC 2013 Sessions will include:  2 hour Industry break-out session discussing - Product Development and Availability: Industry/Operator Thought Exchange – which will provide a forum to discuss ways operators and industry can best meet the federal requirements.  A nearly 2 hour Industry Forum for to provide an opportunity to share ideas with colleagues.

SchoolNutrition.Org LAC 2013 Beyond Hill visits, attendees will have an opportunity to network and talk with Hill staff at the first of its kind LAC Hill Reception held in the stunning Cannon Caucus Room! The Closing General Session will include a roundtable discussion on Expectations for the White House and the 113 th Congress which will be sure to provide new insight and thought provoking discussion.
