Principles: Involves the private sector in dialogue, decision- making and implementation in most areas of the EUs cooperation with T&T. Integrated approach: Macro: business and investment environment. Meso: supporting intermediate private sector structures and business associations. Micro: foster productivity and competitiveness of individual enterprises.

BizClim II: Private Sector Enabling Environment Facility Objective Enhance the business enabling environment in ACP countries/regions through TA. Results Improving legislation and institutional arrangements. Improving the financial sector enabling framework. Reforming State Owned Enterprises (SOE). PROINVEST Objective Promote investment and transfer of technology to enterprises operating within key sectors in the ACP States. Results This will be achieved through on the one hand a support to intermediary private sector support organisations and professional associations, and, on the other hand the development of North-South and South-South inter-enterprise partnerships. EIB's Investment Facility Objective Support private sector investment projects that are economically, technically, environmentally and financially viable and have a development and a poverty-reduction impact in the ACPs. Results Provision of medium to long term finance in the ACP countries through a range of flexible financial instruments such as loans, equity, quasi-capital or guarantees (denominated in EUR, other widely-traded currencies or local currencies) Funding/ Duration First Financial Protocol: 2003 – 2007: 2 billion Second Financial Protocol: 2008 – 2013: 1,5 billion How In practice, EIB extends reimbursable capital at a commercial interest rate. Such interest rate subsidies can be capitalised or used as grants to support project related technical assistance. Centre for the Development of Enterprise (CDE) Objective CDE supports the implementation of PSD strategies in ACP countries by providing non-financial services to ACP companies and businesses and support to joint initiatives set up by economic operators of the Community and the ACP States. Results Co-finances operators costs of support and advisory services (i.e. feasibility studies, etc.) Creation and development of ACP enterprises. Funding/ Duration Budget: 108M/6 years How Demand driven project. The support is predominantly provided through a pro-active and programmed approach to selected sub- sectors and groups of SMEs in selected countries and regions; individual enterprises ad hoc requests are only eligible when they have distinct merits in terms of development impact and innovative investment. EU/ACP Micro-finance Framework Programme I & II Objective To build the capacity of key microfinance actors and enhance equity and efficiency in ACP microfinance markets to ensure financial inclusion for microenterprises and low income household. Results Within the broader context of capacity building at different levels of the financial system, the Programme will focus on three main components (i) Pro-poor access to finance, (ii) Consumer empowerment and capacity building, (iii) Equitable and efficient local markets.
