EuropeAid Typically, the EC will have to assess existing NSA capacities in areas such as: Participation in dialogue on poverty reduction strategies and sector policies Engagement in sector coordination Involvement in performance budget monitoring Efficient service provision Capacity development with other NSAs EC will have to address capacity shortages if necessary 6

EuropeAid This is an ambitious agenda: 1. Making aid more effective 3. Improving knowledge of state-society relations 2. Making aid more participatory 7

EuropeAid Smart Partnerships Build up Smart partnership is possible and needed With other donors With other domestic accountability actors and support smart partnerships among DA actors Promoting smart partnership between NSAs and Local Governments 8
