1. Day Ahead Congestion Forecast Day Ahead Congestion Forecast - DACF: Exchange of the network models and security analysis on daily basis. DACF is harmonized within SETSO countries Initiated the usage of DACF models in detection of network congestions Since : All countries reached the level of sending two models per day (10h30 and 3h30) Standard of UCTE is reached but still we use old instruments and tools.

2. Net Transfer Capacity DONE: Values for Winter 2003/04 are calculated and published on ETSO web-site Values for Summer 2004 are calculated and updated according to the reconnection situation Turkey joined the process of calculation the seasonal NTC values FUTURE To transfer NTC calculation in UCTE after the reconnection of two UCTE zones but market wants more, so we have to implement quicker and better tools.
NTC values for SEE Summer 2004 (merged UCTE)

2. Congestion Management GOAL: To establish the capacity allocation/congestion management procedures in SEE area (according to ETSO rules based on Directive 1228/2003): Detection of the congestions in SEE area Evaluation of European CM methods Overview of CM methods already applied in SEE Proposal for the future CM methods Workshop with regulators and joint meeting with ETSO TF To explore the possibilities for practical implementation of such methods form: - technical, and - organizational point of view (in cooperation with the regulators)
Present CM methods (before ) Pro rata 50:50 + C.C.Redisp. Pro rata 50:50 A->H: Auction H->A: Pro rata 50:50 HU:Auction CRO: pro rata Pro rata 50:50 2 nd zone: 1.Mostly operational measures (but not market-based) 2. Maintenance program Coordination SEE: Present Congestion Management methods
2. Congestion Managament: Future 1st zone: Bilateral NTC auctions and on border lines with 2nd zone 2nd zone: Coordinated auction Why: In a highly meshed grid the coordinating auction is best solution because it reflects the independens of power transactions But Overregional understending of the problem necessary Multilateral agreement necessary Is difficult to implement It is worth trying!!! Pilot-project for the investigation of the technical aspects of Coordinated Auction started
Proposals for CM in future 2 nd zone: Pilot project on implementation the Coordinated Auction method Auction, other (discussed) Auction coordinated auction NTC auctions

3. Time after reconnection ALREADY DONE: Virtual calculations for the time after the reconnection: The calculation of the effect of reconnection (UCTE I and II) on power flows in the region. Result: No problems after the re-synchronization from the load flow point of view But how will the market develop? – We have no experience yet!!! FUTURE: Monitoring and analysing the new load flows after reconnection Report for the next Athens forum
