2 Federal Aviation Administration Office of Commercial Space Transportation October Expert Working Group D: Regulatory Regimes and Guidance for Actors in the Space Arena UN Committee on Peaceful Uses of Outer Space, Scientific and Technical Subcommittee: Working Group on the Long Term Sustainability of Outer Space Activities –Objective is to provide guidance to space actors on measures to ensure the long- term sustainability of space activities. Group D met “informally” on October 3 and 4 in Naples, Italy, at the International Astronautical Congress (IAC). Discussion of draft, voluntary guidelines [paraphrased list]: –1. Consider international cooperation to enhance sustainability –2. Share information and expertise with other States –3. Adopt procedures to share information –4. Regulatory outreach and education –5. Encourage non-governmental involvement in regulatory development –6. Consider Long Term Sustainability when developing regulations –7. Address debris mitigation and use UN debris guidelines in regulations –8. Promote communication among domestic organizations, regulators Discussion of written report, whether or not to include definitions, and identification of future issues (jurisdiction on unregistered space objects, cubesats, ownership of hosted payloads). The next meeting is in February 2013 at UN COPUOS Scientific and Technical Subcommittee

3 Federal Aviation Administration Office of Commercial Space Transportation October FAA Highlights at the International Astronautical Congress in Naples, October 1-5, 2012 The IAC is an annual conference hosted by the International Astronautical Federation (IAF), the International Institute of Space Law, and the International Academy of Astronautics Dr. George Nield, Associate Administrator for Commercial Space Transportation: –Spoke at a plenary session on commercial space transportation –Presented an FAA paper on “Certification Versus Licensing for Human Space Flight in Commercial Space Transportation” –Spoke at a technical session panel about FAA regulations John Sloan and Ken Davidian chaired IAF technical committee meetings and paper sessions –Commercial Spaceflight Safety Committee –Entrepreneurship and Investment Committee IAC is in Beijing, 2014 in Toronto, 2015 in Jerusalem
