Already done (1): NTCs Following ETSO procedures: Seasonal NTC calculation and publication on the ETSO WS: Winter 2004: Summer 2003: Some TSOs: Monthly, weekly, daily and hourly. They use NTCs in capacity allocation (pro rata, auctions...) The effort: Other TSOs (MoU) To issue proper market rules and legislation for the usage of their transfer capabilities, in a shape that will correspond to the requirements of chosen Congestion Management procedure to be applied in region. All Further harmonization of the transfer capacity assessment procedure in region

To propose explore implement: principles of Congestion Management that will reveal the most suitable for implementation within the SEE region, i.e: which will follow the ETSO standards, and which will follow the ETSO standards, and respect the specifics of the SEE region respect the specifics of the SEE region High priority SETSO TF task

Congestion Management Set of measures for relieving the congestions (in planning and operational phase) within the interconnected network, in conditions of liberalized electricity market. Overview:

CONCLUSION A lot of work has already been done (e.g. data exchange, DACF, NTCs procedures) further work is still to be done (e.g. Congestion Management, Network Access, Data Highway) We are optimistic about finding proper solutions and we invite the Regulators and other authorities to support our work
