Introduction to The Federal Employment Data Exchange System Prepared by Stacey Lee, PMP The Jacob France Institute University of Baltimore August 2015

The Federal Employment Data Exchange System: A comprehensive data exchange system structured to meet states’ data needs for federal reporting as well as state level reporting and evaluation, capable of exchanging all available federal employment data.

In 2003, the Department of Labor, Employment & Training Administration contracted with the Maryland Department of Labor, Licensing and Regulation (DLLR) to pilot FEDES Maryland DLLR is responsible for administrative management, including data sharing agreements The Jacob France Institute (JFI) is responsible for technical operations

Currently 43 states have signed data sharing agreements with the Maryland DLLR enabling them to participate in FEDES

* Each state extracts data from secure server and uploads data via SFTP to separate secure directory on JFI server * JFI bundles data into one file, zips it up and sends it to federal agencies by secure method * Federal agencies match JFI file with their employment files and send matched files to JFI by secure method * JFI unbundles raw matched files and places each state’s data in separate secure directory on JFI server. Any residual or derivative files are destroyed * Each state downloads their data to a secure server via SFTP. OPM DOD “Satisfying, or contributing to, Federal performance measurement and consumer report activities required by the U.S. Office of Management and Budget (OMB) or federal law or regulation.” OPM “ Satisfying, or contributing to, State performance measurement and reporting requirements authorized under state law or regulation.”

“FEDES is a very useful method for getting federal employment results and earnings measured in our performance reports and for some types of state research. Transmission of data is prompt and on secure servers. If your programs lead to federal employment, particularly employment that could be out-of-state, this is a very good way to pick up program results.” “Easy to use, takes little time to prepare and collect the data and greatly reduces the time and effort spent gathering the data independently. It almost makes too much sense.”
