PSC PRESENTATION TO PARLIMENTARY COMMITTEE Joint monitoring committee on the improvement of Quality of Life and Status of Children, Youth and Disabled Persons 29 August 2001

INTRODUCTION This presentation presents the main findings from the State of Representativeness Report. Based on this report it highlights the issue of progress with regards to disability. Outline of PSC project on disability

THE M&E ROLE OF THE PSC The PSC is mandated by the Constitution to Monitor and Evaluate (M&E) the effectiveness and efficiency of the entire Public Service. Through monitoring projects, such as the State of Representativity report, the PSC is able to identify areas that require further attention.

STATE OF REPRESENTATIVENESS Progress in achieving race, gender and disability targets have been uneven. Race targets and progress With regards race, the target of achieving 50% Black Senior Management by the year 1999 has been met (58%). The exceptions are the Western Cape (28%) and the Free State (35%) (January 2001).

Gender targets and progress The target of getting 30% women into Senior Management by the year 1999 has not been met, the global figure being 22%, this is –8% from target. All Provinces have not met the targets (January, 2001). STATE OF REPRESENTATIVENESS (Continue)

DISABILITY PROGRESS Across the board there has been little progress in improving the employment of disabled persons within the Public Service. The figure as of date is a negligible 0,02 %, which is far from the target of 2% set for It is therefore a priority that the matter be investigated in detail, in order to understand the nature of constraints that prevent the target from being met.

Distribution of Disabled Persons within the Public Service

TRAINING FOR DISABLED PERSONS A study commissioned by the DPSA, and which provided baseline information on Public Service Training and Education indicates that disabled persons accessed limited training. Between the period 1998/9 and 1999/ and 374 disabled employees respectively received training. This is out of disabled persons employed in the Public Service. Although there has been an increase in the uptake of training over the two periods, there still exists potential for further training to be received by disabled persons.

OUTLINE OF PSC PROPOSAL The PSC is giving high priority to the slow progress made in improving the employment of the disabled in the Public Service. The PSC is conducting a study which aims to identify the constraints preventing the targets from being met.

PROJECT OBJECTIVES The following policy objectives have been identified: - to identify what has been done by national and provincial administrations to narrow the employment gap between non-disabled and disabled job seekers in the public service; - to identify measures for the integration of people with disabilities;

PROJECT OBJECTIVES (Continue) - to establish and examine the nature and extent of the barriers that make it difficult for the disabled to access jobs in the public service; -identify such barriers that make it difficult for them to enjoy their work; -evaluate the performance and productivity of disabled employees on an equitably comparative basis with non-disabled employees;

PROJECT OBJECTIVES (Continue) -evaluate the contents of the departments and provincial department`s policies in accordance with the Employment Equity Act and Draft Code of Good Practice on Disability and advise departments on best practice; -establish whether or not mainstreaming of women with disability takes place.

SCOPE OF THE PROJECT The project will cover National Departments and Provincial Administrations. This is due to the jurisdiction of the PSC which does not cover the third tier of government.

METHODOLOGY Engaging with this committee and others for comments and insights. Informing Heads of Department of the Project and highlighting awareness. Engaging with the Office of the Presidency – already begun. Implement questionnaires, conduct in loco inspections, and interviews. Interact with the Provincial OSDP where such offices do exist.

DELIVERABLES Process, in the form of extensive consultation, will be emphasised, as it is felt that engagement with a wide range of role- players will enhance the project. A report will be produced, which will also be thoroughly work shopped for comments and feedback. The necessary policy recommendations will be made based on the report.

WAY FORWARD Receive comments from this Committee on how to: -better communicate the project -suggestions on who to engage with -support for the project and agreement on on- going reporting to the Committee on progress made.
