Developments in Turkey Landscape Television : 25 national, 15 regional, 207 local, 14 TRT Radio: 38 national, 98 regional, 922 local Satellite: 186 TV, 59 radio channels Cable: 90 TV channels Digital: 2 digital platforms and 1 IPTV Together with cable and satellite there are approximately 523 TV broadcasters in Turkey There are 2 digital platforms and 1 IPTV operating in Turkey. Developments in Turkey National Legislation New broadcasting law No 6112 on the Establishment of Radio and Television and Audio Visual Media Services was adopted by the parliament on 15 February 2011 entered into force after its publication in the Official Gazette No dated 3 March Draft law was prepared by RTÜK within extensive consultation with stakeholders namely, broadcasting sector, public institutions, NGOs. Lays down regulatory basis for transition to digital terrestrial broadcasting after frequency planning and its allocation. Lays down regulatory basis to new broadcasting technologies such as IPTV, DVB-H, HDTV etc. Definitions of the former law are renewed and/or extended according to AVMS Directive, such as: media service provider, on-demand media services, product placement, commercial communication etc. Media ownership rules are revised and liberalised Removes the dual regime by incorporating public service broadcaster to the same provisions and supervision as commercial broadcasters. 5 Dr. Hamit ERSOY, May 2012, BRAF Annual Meeting, Tirana, Albania Developments in Turkey Main Novelties

Following the new Broadcasting Law, studies for secondary legislation have gained momentum. Up to now 14 by-laws prepared following the extensive consultation with the stakeholders, have been put into force after their publication in the official gazette. Some of them are as follows: Radio and Television Supreme Council Cable Broadcast Regulation. Radio and Television Supreme Council Satellite Broadcast Regulation. Regulation on Administrative and Financial provisions to be complied by Media Service Providers, Platform and Infrastructure Operators. Developments in Turkey Digitalization RTÜK started to work on terresterial digital frequency planning in 2000 and launched its pilot project to test digital broadcasting in major cities but it was interrupted for various reasons including the verdicts of the supreme court on Anten A.Ş. in 2009 and several times since then, until the new Broadcasting Law came into force on 3 March In accordance with the new law, the process restarted and the frequency planning has been almost completed. Developments in Turkey Digitalization (2) Products using other standards will not be available at the domestic market to avoid the confusion and protect the consumers. Supply of Set top box /decoders and subsidy program by certain countries or via a promotion campaign of daily newspapers etc. Another company like Anten A.Ş has been established in 2012 by the TRT and national private broadcasters to build Transmitter Tower. Developments in BRAF 2011-Presidency Consultations The first Annual Meeting was held under the presidency of Turkey and the presidency for 2010 was assumed by the Hellenic Republic. However, the Annual Meeting in 2010 did not take place due to dire economic crisis in Greece, which is still undergoing its consequences. BRAF Permanent Secretariat consulted and informed every Member States on 12 May 2011 about the situation and asked for a volunteer to undertake the Presidency of BRAF BRAF Permanent Secretariat requested from Russian Federation to assume the Presidency of BRAF but it is realized that it would be very difficult to hold a meeting in Russia due to the fact that the responsible persons participated the first annual meeting of BRAF have been assigned different missions. Developments in IBRAF RTUK submitted the Draft Resolution for the establishment of a platform/forum among the broadcasting regulatory authorities of the Member States of the Organization of the Islamic Conferance (OIC) on the The Ninth Session of the Standing Committee on Information and Cultural Affairs (COMIAC), held in Dakar on October 2010, Republic of Senegal It was approved by COMIAC. 11 Dr. Hamit ERSOY, May 2012, BRAF Annual Meeting, Tirana, Albania

Developments in IBRAF (2) The Kick-off Meeting of the Organization of Islamic Cooperation (OIC) Member Countries Broadcasting Regulatory Authorities Forum (IBRAF) was held in Istanbul on November The representatives of the OIC member countries: Republic of Azerbaijan, Republic of Turkey, Kingdom of Saudi Arabia, State of Qatar, Republic of Indonesia, Islamic Republic of Pakistan, Kyrgyz Republic, Libya, Brunei-Darussalam, Republic of Tajikistan, Turkish Cypriot State (Observer) and the representative of OIC took part in the Meeting. Developments in IBRAF (3) The most important points of the Declaration are to establish and promote regular coordination, communication and cooperation among the concerned parties in the Member States and provide a forum for exchange of information, opinion and experiences about common issues of audiovisual media services.
