The activities range from technical/log assessments, SAR Training, (focus being train-the-trainer), etc.

I will quickly walk you through it so you can understand that there is a structured process: -- The process begins with input from the Host Nation. We encourage the MILGPs/MLOs to solicit realistic proposals to better develop a quality program. -- The MILGPs/MLOs formulate their FY proposals and submit them to us for staffing and consolidation into the SOUTHCOM HA Program. -- SOUTHCOM’s HA Proposals are then submitted to OSD/DSCA for approval and funding. -- Once we have the funding we begin to execute our projects with the support of the MILGPs/MLOs (they are always involved in the process). -- Now I will walk you through the types of projects that we can execute: - DoD Excess Property(EP) Projects (DR, medical, school supplies and equipment). The requirements are identified by the HN. We then work with our DLA HA Depots (Mechanicsburg, PA & San Joaquin, CA) to build the EP loads. Once the loads are ready, we draft a message to coordinate the transportation of the EP donation. Key to success is MILGP/MLO info exchange. We want to know if we’re meeting the intent of project, “assessment”, so we can continue to improve the program. - Medical Projects (EMT Trg, Bio-Med Maint Tech Spt, etc.) are coordinated with assistance of the SCSG. We review the project requirements and execute them to meet those objectives using SOUTHCOM components or other service providers. - HA Other Projects (Log/Tech Assessments, SAR Trg, etc.) are coordinated with appropriate SOUTHCOM staff and executed to meet project requirements. U. S. Southern Command El Salvador Earthquake Relief -- $1.168M OHDACA 13 Projects 8 Schools 5 Medical Clinics Joint Chiefs of Staff “sponsors” three engineer exercises each year, and will also sponsor the 5 skills exchanges once they get off the ground. JCS funds the airllift and a portion of the O&M costs for a Service Component to participate in one of these exercises. SouthCom J3 is responsible for the successful planning and execution of each one. Process: - D-2 years, SCJ3/SCJ5 obtain CinC Concurrence on countries to receive JCS exercises - D-18 months, CinC sends “Offer Message” to U.S. Ambassador in Allied Naiton asking for approval and Allied Nation concurrence that they will host the exercise - D-18 months, SCJ34 sends our message to all AOR asking for medical and engineer HCA nominations. SCEN tries to follow this quickly with our own and 412th ENG COM deployments to a good package of nominations. - D-18 months, Service Components force list for participation based upon SCJ34 “suppotability message” - D-12 months, nominations are in and Executive Agent hosts IPC - Mission statement is developed at IPC, SouthCom MOI is completed and Executive Agent and TF move into execution planning
