Interpreting Regional Criteria and Regional Standards Brian Silverstein Board of Directors April, 2010

October, 2009 BOD … (2) the RPIC to evaluate and develop a WECC process for variances to Regional Criteria, including at a minimum development of a template for requests and an identification of the appropriate technical body for approval, and in the interim remove all references to a Compliance Committee; (3) the RPIC to develop a WECC process for interpreting Regional Criteria;

Task Force Joel Bladow, Kevin Dasso, Andrew Gallo, Bob Schwermann Brian Silverstein (Chair) and Brian Theaker, with support from Michelle Mizumori, Steve Rueckert, Don Watkins and Dana Cabbell. The TF met several times by conference call. A proposed process was developed and presented to RPIC on March 4th, and was amended at the meeting. By electronic ballot, RPIC approved forwarding the documents to the Board for approval.

Key Issues (1) The Interpretation process generally follows the current WECC Regional Standards approval process. The GNC 4.9 Review will likely change the voting procedures. If that happens then the procedures for Interpretations should be revised. Interpretations should be completed as quickly as possible while allowing for due process. The final step in the interpretation process is WECC Board approval.

Key Issues (2) In their posted procedures, most RROs do not send Interpretations of Regional Standards to FERC and NERC for approval. The procedures have been approved by NERC and FERC, We do not believe they have been tested. The proposal does not call for NERC/FERC approval, only notification. Putting an interpretation process in place for Regional Standards requires amending the WECC/NERC Delegation Agreement. Putting an interpretation process in place for Regional Criteria can be implemented as a WECC Policy and approved by the Board.

Proposed Motion (1) BE IT RESOLVED: The Western Electricity Coordinating Council (WECC) Board of Directors (1) approves the Interpretation of Regional Standards Process to be added to the Process for Approving and Developing WECC Standards, and (2) directs WECC Staff to work with NERC to make a filing to FERC which revises Exhibit C to the NERC-WECC Delegation Agreement to include this revised Process for Approving and Developing WECC Standards.

Proposed Motion (2) BE IT RESOLVED: The Western Electricity Coordinating Council (WECC) Board of Directors approves the WECC Interpretation of Regional Criteria Policy.
