Results Enhancement Fund Basic service delivery is more equitable, effective, efficient, responsive and accountable in Agriculture, Health, Education, Water & Sanitation and Rural Roads Ethiopia Social Accountability Program (ESAP2)

Program Objectives Public basic service providers deliver improved quality public basic services responding to citizens needs( focusing on Vulnerable groups) Citizens are empowered and increasingly demand for better quality basic service delivery Citizens are aware of their responsibilities to plan, budget, implement and monitor public basic service delivery

Result Areas A system is established for participation of citizens and CSOs in basic service delivery Local government and basic service providers are trained on SA tools and applications-self evaluation Citizens are trained on their entitlements, responsibilities and demand for better public basic services Constructive dialogue between citizens, public service providers and local government officials held on planning, budgeting, implementation and monitoring of basic services delivery

ESAP2 Key achievments to date Trained 408 SAIPs staff on Finance & Grant, SA tools and M&E Disbursement of 1.2m USD for 30 SAIPs(1st Quarter) operating in 143 woredas’ in the 9 Regional States and 2 City Admns. 30 lead SAIPs started the implementation Technical assistance and support for SAIPs- with action plans , frameworks and finance management Preparation underway to conduct grant negotiation with additional SAIPs (Pending availability of fund)

Social Accountability : International Experiences Uganda Communities empowered to demand for transparency and accountability and monitor their respective health centers for better service delivery Community involvement Health service users prompted to report cases of absenteeism, late coming, neglect of duty and positive impact of programme activities in improving health service delivery

Social Accountability : International Experiences Malawi Parents and children directly involved in school management and local institutions: improved school performance and educational quality CSOs extensively worked on mobilizing communities for improving PTA 98 % of the schools in the program have functioning PTAs. Schools committed to improving education quality and gender equity of services provided.

The Ethiopian Growth and Transformation Plan and its link to PBS Expanding human capital and enhancing the quality of social development outcomes is a central pillar strategy of the GTP of Ethiopia Some of the ingredients are : Improving quality of education and primary health care Better and closer access to safe water and sanitation facilities Better food security The government is providing sustained support to Universal Access to Road program

Added value of ESAP2 for the National development efforts The ESAP2 program contributes to the realization of GTP targets through: Building capacity of service providers and local government officials to be able to deliver quality basic services Enhance citizens’ meaningful participation and contribution in service delivery processes.

Added value of ESAP for the National development efforts Deepen engagement of citizens in planning, monitoring and evaluation of basic service delivery and links with FTA Empower local structures and SAIPs to facilitate and promote constructive engagement, dialogue between communities and local governments
