Interconnection Services 2 Issue Date 08/30/2004 Customer Education Special Construction Outside Plant Engineering is responsible for special construction work from CLECs for new facilities when BellSouth has no plans for construction. Issue: Outside Plant Engineering incurs costs associated with special construction requests from CLECs. Documentation will confirm the responsibility of the CLEC and their end user when special construction is required with the associated costs. BellSouth may, at a building owner's request, perform installation, relocation or other construction services that require special engineering purchased pursuant to BellSouth’s tariffs. Under normal circumstances, BellSouth sends the customer a quote and payment is expected prior to the initiation of any work. Result: As documentation, carrier notification SN was designed through the collaboration of internal departments including our legal department. CLEC will be billed a flat charge of $150 per preparation of each estimate. This fee will be credited toward the entire cost of the special construction work when completed and billed; or non-refundable in the event work is not completed.

Interconnection Services 3 Issue Date 08/30/2004 Carrier Notification LCM Team responsible for contract related questions surrounding special construction Carrier Notification SN is on the web Interconnection web site Product: Special construction fees—non-regulated BellSouth’s Building Industry Consulting Services (BICS) and Outside Plant Engineering (OSPE) are charged with recouping fees for special construction estimates. These fees will have to be paid in advance before construction can begin. This fee will be credited toward the entire amount when completed and billed; this fee is non-refundable. Delays caused by non-payment for special construction are costly to CLEC and BellSouth and will slow work completion. Directive Statement: BellSouth is not obligated to wire a building for new service upon request from a CLEC if the building owner has an outstanding special engineering bill, provided that BellSouth would not wire the building to provide service to a retail end user.

Interconnection Services 4 Issue Date 08/30/2004 Summary for Special Construction Carrier notification SN provides Special Construction Enhancements effective July 6, Notification guarantees BellSouth BICS/OSPE compensation for special construction estimates. Special Construction work can be performed in a timely manner. CLEC will be billed $150 per preparation of each estimate that will be credited toward the cost of work if performed. Directive establishes policy for CLECs providing consistency and reduction of calls to internal support personnel.
