DCP Midstream 2008 School Campaign Jeannette Jones November 21, 2008 Pipeline Safety Trust – 2008 Conference New Orleans, LA

Agenda Understanding DCP Midstream’s Varied Operations –Regulatory Requirements –Encroachment Accessing and Integrating School Information –Results of DCP Midstream Pipelines Near Schools –Goals of School Administrator Campaign –Campaign Elements Risk Management Strategy –Survey –Preliminary Survey Results DCP Midstream Ambassador Program

DCP Midstream Assets

DCP Midstream Public Awareness Program DOT and Requirement in RP 1162 – Measure effectiveness by June 2010 DCP Midstream’s Public Awareness Program – “One size fits all”  Mail same brochure to public and schools along ROW  Mail same brochure to excavators  Mail same brochure to Public Officials and Emergency Responders Higher standards from PHMSA on Public Awareness – old way is outdated Step 1 – Acknowledge stakeholder audiences each need different information about DCP Midstream pipelines Stakeholder Audiences:  Public  Excavators  Schools  Emergency Responders  Public Officials Focus on this stakeholder first

Encroachment 10” transmission line; 1060 psig MAOP; 800 psig normally ; Built ” discharge from Booster; sweet gas gathering line; 350 psig MAOP; 215 psig normally; Built 1984

Accessing and Integrating School Info Obtain GIS information available on state education websites Shape files available to the public Overlay school info with company mapping info Overlay School and DCP Midstream Information on Aerial Mapping Images Government (free) –DOQQ Digital Ortho Quarter Quad –National Map Seamless Server –US Geological Survey (USGS) –Texas Natural Resources Information System (TNRIS) Commercially Available –Map Mart –Environmental Systems Research Institute (ESRI)

Typical Map

Schools Near DCP Pipelines Schools within 300 ft 73 schools Schools between 300 & 1000 ft 68 schools Schools between 1000 & 3000 ft 170 schools Total Schools Near DCP Midstream Pipelines

School Campaign Goals Improve communication with schools where DCP Midstream pipelines are in close proximity Encourage school administrators to incorporate pipeline emergency preparedness and response protocol into their existing emergency drills and procedures Establish a relationship between DCP Midstream’s local personnel and school administrators in schools located adjacent to DCP Midstream’s right-of-way Use cost effective communication methods for key pipeline safety messages

Campaign Elements Select principal interviews conducted to validate campaign strategy Survey –Pre/Post Campaign Letter/Brochure and Map –Identifying pipeline’s location –Product transported –Potential hazards –Emergency contact number –Emergency response protocol and checklist Power Point Presentation –For field representatives to use during school staff meetings –For field training session Pipeline Safety Handout –Leak recognition & response –Posted in break rooms Bus Driver Cards –(Note - deleted after conducting initial principal interviews)

Risk Management Strategy Spend time and money wisely based on risk Tier 1 Active within 660 feet –Diameter ≥ 8”;Pressure > 500 psig Or active pipeline within 300 feet of school Tier 2 Active within 660 feet –Diameter 2”- 6”; Pressure psig Active >660 feet but bigger diameter and pressure; sour Tier 3 >660 feet from pipeline –Diameter 2”- 3”; Pressure < 100 psig Or inactive (meets temporarily abandoned status) 82 Schools in Tier 1; 59 schools in Tier 2; and 170 schools in Tier 3

Campaign Strategy All Schools Will Receive an Information Packet Survey Pipeline Safety Poster Letter/Brochure/Map  identifying the pipeline’s location  product transported  potential hazards  emergency contact number  recommended emergency response protocol  checklist for incorporating pipeline considerations into existing emergency drills and procedure

Campaign Strategy Tier 3 and Tier 2 (lower risk) Information Packet / map / assessment survey Schools have the opportunity to request additional info or have contact from a DCP Midstream representative –59 schools in Tier 2 and 170 schools in Tier 3 Tier 1 (higher risk) Information Packet / map / assessment survey DCP Midstream School Ambassador visit –82 schools in Tier 1

Survey to Measure Effectiveness Pr ing survey Principals’ address obtained “Zoomerang” survey service used –Professional survey –DCP Midstream logo; link to DCP Midstream Web site –Easy access to summarized results Personalized to each principal Established address for principals to use for questions or to contact us Establishes baseline to measure improvement and identify gaps 25 questions; chance for $250 gift card

on Survey

Preliminary Survey Results – Top 3 Responses validate DCP Midstream’s school campaign and chosen elements Large safety brochures are not effective communications –Unknown pipeline location in relation to school –Recall of key safety messages is poor School administrators prefer when DCP Midstream communicates safety messages to them 75% indicate they want contact from a DCP Midstream representative to discuss pipeline location, safety information and emergency preparedness

DCP Midstream Ambassador Program Ambassador – defined as the diplomat or highly respected individual who represents their country and are assigned specific responsibilities to advise and assist their governments in a given area DCP Ambassador – volunteer acting as a liaison between school administrators and DCP Midstream –to increase awareness regarding pipeline location, leak recognition, hazards and emergency response protocol School Ambassador training materials to be provided –Consistent message to provide to schools –Power point and talking points for visits

Closing Comments Encroachment must be accompanied by risk management Regulations require operators to measure effectiveness of the Public Awareness program & show continuous improvement –Targeting school administrators is a manageable first step –DCP Midstream 's school program is forward thinking due to risk- based and measurement-driven approach Ambassador Program is an effective way to facilitate dialog between local field operations and school administrators
