The 2010 Local Update of Census Addresses Program Linda M. Franz Geography Division 2007 SDC/BIDC Mid-Year Meeting March 27, 2007

LUCA Basics Who can participate The three LUCA Options Treatment of non-city style addresses The available LUCA tools The LUCA schedule

The Top Ten Misconceptions about the 2010 LUCA Program!! 10. “If the Census Bureau address list for my jurisdiction shows only non- city style addresses, all I can do is challenge block counts.” It’s the type of addresses on the ground that matters Providing missing city style addresses is the best way to improve address list coverage

The Top Ten Misconceptions about the 2010 LUCA Program!! 9.“Because it sounds relatively easy, the block challenge option for LUCA is the one for me!” Block challenges serve only to preserve appeal access for option 1 participants Appeal process requires individual addresses (regardless of type) with structure locations

The Top Ten Misconceptions about the 2010 LUCA Program!! 8.“Options 2 and 3 are easy! All I have to do is send my address list(s) to the Census Bureau.” Addresses from multiple lists have to be unduplicated Addresses have to be geocoded to census tract/block

The Top Ten Misconceptions about the 2010 LUCA Program!! 7.“I can use shapefiles from the Census Bureau even though I have no access to GIS expertise.” Shapefiles are an industry standard for spatial data, but you need a GIS and some knowledge of how to manipulate spatial data to use them Make friends with your GIS coordinator, and make sure they understand LUCA program requirements

The Top Ten Misconceptions about the 2010 LUCA Program!! 6.“I can convey street and boundary updates to the Census Bureau by sending them a shapefile from my own GIS.” For the Census Bureau to successfully process a shapefile, the participant needs to update the shapefile originally provided by the Census Bureau Otherwise, participant spatial updates would require extensive Census Bureau review and resolution

The Top Ten Misconceptions about the 2010 LUCA Program!! 5.“The Census Bureau’s MAF/TIGER Partnership Software (MTPS) ends global warming and reverses its effects!” Intended as an easy-to-use desktop tool to make participation easier for users that aren’t GIS experts Offers advantages even to GIS-savvy participants

Address List

Address Count List

Map Address List Address Count List

Line Editing Toolbox Add Line Save Edits Edit Line Attributes LUCA Toolbox Pick Block Add a new address record Move structure point Using Toolboxes

MAF/TIGER Partnership Software Allows user to bring in and display other tabular and spatial files Many timesaving features for sorting lists and copying address fields to save keying Simplifies Census Bureau processing of LUCA submissions, and in some cases will be preferable to shapefile submission for participants

MAF/TIGER Partnership Software MTPS does not itself perform geocoding or address matching Doesn’t run on 64-bit machines Doesn’t currently run on Vista Doesn’t currently support address list creation for Option 2 and 3 participants

The Top Ten Misconceptions about the 2010 LUCA Program!! 4.“If my jurisdiction is encompassed by a federally-recognized American Indian reservation, I can’t participate in LUCA.” Census Bureau encouraging collaboration/delegation by Federally-recognized tribes Option 3 participation available for governments with city style address lists

The Top Ten Misconceptions about the 2010 LUCA Program!! 3.“It’s a good idea to wait until the end of the review period to make my LUCA submission—that way I can provide more addresses.” Census Bureau will process all timely LUCA submissions that meet stated requirements Late submissions have less opportunity for problems to be resolved

The Top Ten Misconceptions about the 2010 LUCA Program!! 2.After my classroom LUCA training is over, I guess I’m on my own.” MTPS computer-based training LUCA computer-based training LUCA number Geographic Partnerships Technical Help Desk 1-800

The Top Ten Misconceptions about the 2010 LUCA Program!! 1.This sounds like too much trouble! Participating in LUCA can’t possibly be worth it.” Address list coverage is critical to complete enumeration Stakes are high-- following Census 2000, $388 million in federal grants shifted to states with the biggest estimated population increases based on the census

Questions? Linda M. Franz Geography Division
