Introduction A gap had been identified between developed and developing countries on telecommunications standards All the three ITU Bureaus were asked to initiate affirmative actions to address this gap WTSA Resolutions 17 and 44 dealing with “Bridging the standardization gap between Developed and Developing Countries” activated ITU-T SG 12 formed a Flagship Group for Africa on QoS/QoE in 2006 to comply with the above Resolutions After a lengthy consultation, the Flagship Group was replaced by ITU-T SG 12 RG-AFR in May 2008 The ITU-T SG12 RG-AFR was created in accordance to WTSA Resolution 54 Nairobi, Kenya, 26 th July 2010

Objectives To encourage an active participation in the work of ITU-T SG 12 by Africa Regulators and Operators w To ensure implementation of the ITU-T Recommendations on the Performance, QoS and QoE. To boost discussions on QoS challenges facing operators and regulators in the continent. To encourage participation by African countries in the Rapporteur’s meetings, workshops and other SG 12 events. To encourage African Countries to contribute to the work of ITU-T SG 12 and in particular to the New/Revised Recommendations developed by ITU-T SG 12 Nairobi, Kenya, 26 th July 2010

Objectives contd. To encourage African countries to collectively participate in QSDG and other QoS related meetings, particularly when such meetings are organized in the African Region To ensure that ITU-T SG 12 avails relevant information on standards applicable to telecommunication networks including test equipment for QoS monitoring and measuring Act as liaison body between African telecommunication operators/regulators and ITU-T SG 12 in matters relating to QoS/QoE. Offer help to the potential interested experts to join the informal mailing list discussions, in order to increase the participation of the experts to the work of the SG12 Questions. Provide a list of major Recommendations made by SG 12 and encourage experts to submit Contributions to these Recommendations Nairobi, Kenya, 26 th July 2010

Benefits of ITU-T SG12 RG-AFR to Operators & Regulators in Africa Africa getting prominence at ITU-T SG12 Meetings African delegates to ITU-T SG12 given opportunity to discuss QoS issues in the region RG-AFR reports on challenges made to SG12 meetings in Geneva for possible solutions Managed to get QoS Handbook and other relevant ITU-T Rec. on QoS/QoE for use in Africa. Members have shared QoS/QoE Experiences and Challenges (Geneva, Ghana, Nairobi) Developed a “QoS/QoE Guidelines” for use in the region (KPIs and thresholds) A good forum for updating each other on the dynamic technological development ( such as IPTV) and the QoS/QoE requirements Nairobi, Kenya, 26 th July 2010
