The Collaborative Delphi Helen Ivy Rowe

Purpose To involve SRR in revising the strategic plan in between meetings.

Strategic Plan The strategic plan was created in December 2002 at a meeting in Phoenix with representatives from each criterion group. At the last meeting in Jackson, goal groups formed and recommended changes to the plan. Participants requested that the subsequent draft be passed through the Delphi process.

Delphi 19 & 20 Most revisions in each round were incorporated either in the text or by comments in the plan (see handout). Some objectives were moved to different goals to better define the work of each goal group and to reduce overlap.

Themes Concern that the plan is too ambitious. G1/G3: Should we tackle both the tactical aspects of the C&I (identifying data sets and initiating research) and strategic implementation of the C&I by agencies? G2: Should we emphasize local applicability in the pilot study, given our national level indicators? G4: Should we be tackling the research ourselves? The workshop should be supported by the SRR, but can the work and budget be pursued by external sources?

Themes (cont.) Prioritization: Participants agreed that the C&I needed to be prioritized first and then the data gaps and research questions could be pursued. Goal 1, Obj. 2: prioritize indicators into core and non-core Goal 1, Obj. 2, product: list indicators that have high priority regardless of data availability Goal 4: research should begin with the core indicators and develop non-core at a later time.

Identifying research needs Goal 1, obj. 2, tactic 4: identify data gaps that need more research and provide to research goal group. Goal 4, Obj. 2, tactic 1: identify and publicize a prioritized list of needed research.

Whats next? Discussion with Tom Bartlett. Reach agreement on the strategic plan and move forward.
