Activities based Contribution:No percentage contribution, but a contribution based rationales and activities 5. Participation:Contributing constituencies should have an influence on general strategy, scope and extent of activities, and thus on activity plan, which needs to correlate with influence on corresponding budget items (LTP, MTP) 6. No cross-funding: there should be a correlation between benefit and corresponding costs

Benefit & Costs:All constituencies should help cover reasonable costs to their abilities benefits used The ccNSO should help fund the ICANN operations, including reasonable overhead. Also: a constituencys contribution should correlate with its need and the services / benefits it receives ccNSO members should cover all ccNSO related costs. Non-ccNSO should not be bare such costs. 3.
