Aims and purpose of the research To systematically present the UN/CEFACT recommendations and hitherto achievements of world standardisation in the field of electronic business. To show the possibilities offered by standardized documents and introduction of a document type catalogue, based on a model of statistical reporting to the government. To propose a framework for design of solutions for electronic business in RS public administration.

Working hypothesis When introducing electronic business in public administration it is sensible to incorporate UN/CEFACT recommendations. Structured and unstructured documents, as well as holders of processes in public administration, can be sorted according to document types that are defined in the document type catalogue. The standardisation of documents and introduction of document type catalogue enables gradual introduction of electronic business in public administration, openness of information solutions and assurance of outward interoperability of public administration.

Method of work Study of existing national and foreign literature from the fields in question: the development of electronic business standards and informatisation of public administration. Analytical and theoretical overview of strategic orientations in the development of e-government solutions. An overview of UN/CEFACT recommendations. Case studies of selected e-government projects (Germany, Great Britain, Estonia, Sweden, the Netherlands, Canada). Verification of hypothesis on a model of statistical reporting of business to government. Proposal of a model for design of electronic business solutions in public administration of RS.

Play a key role in the world development of XML solutions (ebXML).

IDA IDA - Interchange of Data between Administrations IDA is a European programme using advances in information and communication technology to support electronic exchange of information between public administrations across Europe. Its objective is to set-up and manage networks and services enabling administrations in the Member States and at EU level to exchange data electronically in order to implement European policies and legislation.

IDA By providing essential tools supporting secure communications across Europe, IDA plays a decisive role in the fulfilment of EU policy objectives and the efficient management of the Internal Market. IDA is a major contributor to reaching the eGovernment objectives of the eEurope Action Plan.

No 33 and Guidelines on Establishing a Single Window –to enhance the efficient exchange of information between trade and government
