UNSD/ International Trade Statistics Section 1 Results of the questionnaire Case study 1: Overall compilation strategy Workshop on Statistics of International Trade in Services Panama City, September 2005 By Matthias Reister (UNSD) out of 20 countries 16 sent questionnaires a total of 18 questionnaires were received

UNSD/ International Trade Statistics Section 2 Replies to question 5: Who is responsible for trade in services compilation 11 countries – Central Bank (CB) 1 country – National Statistical Office (NSO) (Argentina) 2 countries – CB and NSO (Jamaica, Trinidad and Tabago) In most countries CBs are responsible for the compilation of trade in services statistics, yet in most countries CBs are collaborating with NSOs and other institutions. Results of the questionnaire – case study 1

UNSD/ International Trade Statistics Section 3 Replies to questions 1 to 4 Q1: Do you compile BOP trade in services statistics? 15 countries out of 16 Q2: Do you compile statistics on Foreign Direct Investment (FDI)? 12 countries out of 16 (10 countries by industry and partner country – see replies to question 57) Q3: Do you compile statistics on Foreign Affiliates Trade in Services (FATS)? 1 country out of 16 (a few countries have plans or collect some information – see replies to question 58 to 63) Q4: Do you compile statistics on the Movement of Natural Persons? 1 country out of 16 (no country seems to have specific plans in this area – see also replies to questions 64 to 67) Results of the questionnaire – case study 1

UNSD/ International Trade Statistics Section 4 Replies to question 6: Implementation of the recommended 5 core elements of the Manual 1. BPM5 recommendations (1.18) In general implemented in all countries 2. EBOPS: first part – disaggregation of BOP items (1.19) In general not implemented in countries – some have plans 3. Foreign Direct Investment Statistics (FDI) (1.20) In general implemented, but often FDI by activity not available 4. FATS: basic variables (1.21) In general not implemented in countries – some have plans or partial information 5. Trade in Services by partner country (1.22) In general not implemented in countries (see also replies to questions 9 to 19) Results of the questionnaire – case study 1

UNSD/ International Trade Statistics Section 5 Replies to question 9 – 19: Trade in services by partner country One country compiles data by one partner region – data available for many service categories A few countries have partial information for certain service categories, for example Travel One country has data by partner country for certain service categories but the information is not reported/ published Many developed countries which compile data by partner country report this information only for the major trading partners or by regions Results of the questionnaire – case study 1

UNSD/ International Trade Statistics Section 6 Replies to question 7: Difficult issues in applying BPM/SNA basic concepts and definitions (some examples) Transactions within transnational enterprises (coverage and valuation) Services rendered and paid for abroad Valuation problems due to lack of information Residency of freight transportation operators Lack of legal basis for inquiries Telecom services – to differentiate between resident and non-resident transactions Travel – some statistics use nationality instead of residency Results of the questionnaire – case study 1

UNSD/ International Trade Statistics Section 7 Replies to question 8: Guideline of period of one year for determining residency Applied by all countries Exception when one-year rule is waived in some cases Difficult to apply for certain people/ owners of enterprises who move often or do not live at one place only Results of the questionnaire – case study 1
