Charlotte McClain-Nhlapo, UN Commission for Social Development. Mainstreaming recognizes that … This has to do with fundamental rights and human dignity. People with disabilities have the same wishes and the same rights as everyone else to feel needed, to be a part of society. We cannot afford to exclude people with disabilities just because they are disabled. Removing barriers to participation will not only improve the lives of people with disabilities, but society as a whole by increasing productivity, lowering unemployment, and reducing reliance on government.

(a) Design policies and programs To ensure that overall development efforts are directed to attain impacts that are equitably beneficial for all people with disabilities both men and women. identify barriersincluding societal attitudes that hinder people with disabilities from participating in and benefiting from public policies and programs, assess the costs and benefits of specific actions to remove these barriers, ensure effective program delivery, and establish monitoring and evaluation mechanisms to measure progress.

The most appropriate laws to advance equal opportunities for people with disabilities and policy measures to implement these laws, vary from one State to another. Each State has a margin of discretion in assessing which laws and policy measures are most suitable to meet its specific circumstances and the needs of people with disabilities.

Accountabilities- Clarify the roles and responsibilities of disability mainstreaming. Staff-Develop a cadre of technical expertise in disability and development, especially during the initial years of implementation. Partnerships- Build synergies and forge the formation of country-level partnerships with civil society, and other donors, especially in the context of particular projects or programs, including formulation of the PRSPs.
