EU Energy-related projects in Belarus. Elena Rakova, project manager June 30, 2011

Annual Action Programme, on-going AAP 2007: Support to the Implementation of a Comprehensive Energy Policy for the Republic of Belarus ; 5 m euro (2.3 m – pilot projects) KEMA in consortium with SOFRECO Beneficiaries: Ministry of energy, EED, Ministry of economy, local authorities, Academy of science, universities.

Project activities Component A: “Support to the implementation of the national energy strategy for electric power sector development including the electricity generation sector reform”: Result A1: Clear proposals and road map for reforms in generation, transmission and distribution of electric power in the country including related legislative documents elaborated; Result A2: Proposals on optimal electrical capacity structure of the energy system for the period 2030 elaborated, investment needs assessed and measures to attract investors proposed; Result A3: at least 3 training seminars organised in Minsk devoted to development and assessment of strategies for energy sector.

Project activities Component B: “Support to the implementation of energy efficiency and savings policies” Result B1: Comprehensive electronic database/e-library on norms, standards and incentives on energy efficiency and savings in building construction including energy efficiency and savings incentives developed and maintained (European and Belarusian); Result B.2: Energy audit and benchmarking tools and methodologies for improving energy efficiency in constructions, transport and industrial sector including 3 model business plans for their implementation developed; Result B.3: Methodologies for feasibility studies related to the improvement of the energy efficiency in the field of energy production developed and implemented, personnel trained; Result B.4: Web portal on energy efficiency and savings technologies suitable for Belarus (public and private buildings, transport, industrial sector) including tools for self assessment set up; Result B.5: Dissemination/teaching materials related to energy efficiency and savings developed and dissemination and training events successfully organised.

Project activities Component C: “Support to the development of RES”: Result C.1: Catalogue of standard/model projects for utilisation of renewable energy resources and web portal specialised on renewable energy resources including related legislation set up; Result C.2: Dissemination and teaching materials related to utilisation of renewable energy resources developed and dissemination and training events successfully organised; C.3: Calculation of Feed-in-Tariffs for electricity produced from RES.

Project activities Component D: “Pilot projects design and support during implementation” Result D.1: Pilot project on energy efficiency and savings technique designed and implementation supervised (Ivie special boarding school); Result D.2: Pilot project on utilisation the renewable energy resource (Biogas complex for agro firm “Lebedevo”).

Annual Action Programme, in preparation AAP 2010: “Support to Belarus in the field of norms and standards related to energy efficiency of consumer goods and industrial products” ; 9 m euro; Beneficiaries: Gosstandard, EEF, Vitebsk and Minsk local authorities.

Project activity Component 1:Strengthened status of the Belarusian EE testing laboratory network; Component 2:Implementation of the EE related standardization programme; Component 3:Upgrading the Belarusian EE-related testing capacity; Component 4:Developing an integrated approach to a stepped-up energy savings programme.

New regional projects 1) INOGATE Technical Cooperation Programme ( , 17 m EUR): Support to Energy Market Integration and Sustainable Energy in the NIS (SEMISE); Strengthening of the INOGATE Technical Secretariat (ITS) in support of the Baku Initiative; Harmonisation of electricity standards; Energy Saving Initiative in the Building Sector in the Eastern European and Central Asian Countries (ESIB); Capacity building for sustainable energy regulation in Eastern Europe and Central Asia. 2) Supporting participation of EaP and CA cities in the Covenant of Mayors ( , 5 m EUR).
