Candidate Formulation and Selection Annual process – starts early 1st quarter – selections in Jan. Services, OSD, and Joint Staff participate in selection process. Key attributes – significant military need, credible technical solution, applicable in joint environment, high potential for success, user participation. Tech push or needs pull. Written proposal/concept/briefing to Breakfast Club, JROC review with CINC input. Concludes with Implementation Directive coordinated at 3-star level (User Sponsor, Lead Service Ops Deputy and SAE, and Joint Staff – approved by DUSD(ASC). In about 3 pages, defines major objectives, overall approach, key participants, top level schedule, and funding profile/sources. Up-front Planning – Management Plan MP due 90 days after ID is signed. ID speaks to the “what”, MP speaks to the “how”. About 25 pages written by the TM/OM/XM and signed at the 1-star level. Serves as a mgmt document for the Oversight Group and as a mgmt tool for the TM/OM/XM. Presents a Development Strategy, Assessment Strategy, and Transition Strategy to guide efforts in those three lanes. System Engineering, Integration, and Test TM designated by the lead service. Don’t confuse System Development (combine mature technologies to create a new capability) with Technology Development (create a new technology and demonstrate its maturity). A complex undertaking requiring significant project management skills. Requires careful planning and precise execution. Must include user throughout the process to ensure that the development and integration cycle remains focused on military utility – not on technical performance. Continuous feedback with Transition and Assessment Planning efforts. Produces the technologies that are ready to demonstrate military utility. Need to perform essential testing/system characterization prior to committing to demo. Military Utility Assessment OM designated by User Sponsor Evaluate a significant new military capability in an operationally realistic setting and on a scale large enough to convincingly establish operational utility and system integrity. Heart of the process. Requires demonstration in operationally realistic environment (exercises/experiments). MUA answers the questions: Can it perform in an operational setting and does it help win the war (Does it work? Does it matter?) Similar to operational evaluation – need to use OTA. Requires extensive planning and preparation. Two outcomes – utility/no utility. Transition Planning and Preparation XM designated by Lead Service. Transition residual capability to operational use. Transition to follow-on acquisition. Begins with Candidate Formulation. Requires fielding plan/package and acquisition package. LRIP as a goal. Must sync with budget cycle. Use transition plan to define transition path and gain support. Transition Smooth transition requires good execution of a well prepared transition plan. Need fielding readiness review 6 months prior to fielding date. Need funds programmed for follow-on acquisition. Extended User Evaluation Two years of operational use.
