E&E CoP–meeting 2008 / WATER, 14 Oct 2008 Jürg Staudenmann, UNDP BRC 3 Conclusions from the CoP-meeting 2007 (Almaty) UNDP has a key role to play on water in CAR: –(National) IWRM planning, Water Supply & Sanitation –Key partner to governments on national dev planning –Custodian for capacity development –Trusted partner on divisive (e.g. transboundary) issues –Able to solicit support from donors for national strategy (reforms) and implementation Support for UNDP’s approach: –Focus at national level (“transboundary comes later”) –Tangible water challenges at local level –Policy reform (re-allocation of authority) at macro-level  Replicate Kaz IWRM approach throughout CAR Issues not (adequately) addressed in CAR to date: –Water quality / health issues (as compared to quantity) –Sanitary standards for water bodies (EU norms or not?) –Corruption (lack of enforcement of laws and regulations)

E&E CoP–meeting 2008 / WATER, 14 Oct 2008 Jürg Staudenmann, UNDP BRC 4 Replicating the Kazak IWRM project experience Recommendations / lessons : –Approach of establishing (8) Basin Councils (BC) vis-à-vis the Basin Organization proved compelling –Better involve NGOs, (mass-) media in Basin Councils (BC) –Important to allocate adequate funding and staff time to BC on the outset, –Better disseminate BC’s info on work and decisions –Better training of BC members needed on var aspects! Way forward in Kaz: –Focus on basin level activities, support operations of River Basin Councils and River Basin Organisations –Improving concrete access to water in 2 oblasts (jointly with private sector) –Ili-Balkhash transboundary dialogue between Kaz and China

Governments chose UNDP as “strategic partner” for Water (when applying for “National Policy Dialogues” with European Commission) New donor-interest for UNDP’s water activities in CAR & new non-core funding –European Commission: UNDP as capable and reliable partner for concrete project implementation under the EU Water Initiative (EUWI)  EUR 1.65 mil. for “transboundary dialogue on water” in CAR –Norway: Continue collaboration & replicate Kazakh experience to Kyr/Taj  USD 600,000 –More to come? Two additional EC water / environment programmes SDC: “Ecological add-on” for SDC Ferghana Valley IWRM project DFID / additional EC funds / …? New partnership approach between with European Commission, UNECE and OECD –“Common framework for Water Governance” –UNDP as overall coordinator in Kyrgyzstan

Strategic approach: –From national and non-divisive to transboundary and mutual beneficial perspectives –Combination of policy/strategy development at national/regional level & concrete demo/application at local level Partners / timeline: –EC (Almaty): ~ USD 2m (EUR 1.5m) –Norway: USD 800k –Countries (in-kind): USD 1.2m –UNDP (COs & BRC): USD 350k –TBC: 900k USD (Germany? Swiss? …)

E&E CoP–meeting 2008 / WATER, 14 Oct 2008 Jürg Staudenmann, UNDP BRC 14 New initiatives: EUWI National Policy Dialogues (NPD) in CAR EU Water Initiative (EUWI-EECCA) “National Policy Dialogues” (NPD): –NOT a funding mechanism per se, but a framework “bringing together donor and recipient countries in EECCA to launch national policy dialogues on water” –EC mandated UNECE (IWRM) and OECD (WSS) to take a lead First results (2007): Moldova (UNECE) & Armenia (OECD) Starting up (2008): Ukraine & Kyrgyzstan Outlook: NPD in Turkmenistan or Tajikistan (in late 2008 / 2009)

E&E CoP–meeting 2008 / WATER, 14 Oct 2008 Jürg Staudenmann, UNDP BRC 15 New initiatives: EUWI NPDs in Kyrgyzstan 2007: Kaz, Kyr, Taj and Turk applied for EUWI NPDs, nominating UNDP as their strategic partner by choice Jan 2008: launch of Kyr NPD –UNECE & OECD presented their NPD work plans –UNDP presented new project outline and facilitated a roundtable discussion on aligning the various activities –Kyr govt welcomed UNDP’s initiative & strongly endorsed the suggested partnership approach  request for an agreement among the intl partners UNDP facilitated stakeholder roundtable –Result: agreement among EC, UNECE, OECD, UNDP to coordinate activities –under UNDP leadership ! Results & way forward: –Agreement that UNDP will take a lead in (supporting the govt in) coordinating the different projects and activities (  see graph) –UNDP kicked off drafting a “Joint Water Governance Strategy for Central Asia” (currently for inputs with EC / UNECE / OECD) –Under discussion: signing an agreement? What format? –Potential future partners? (Norway, DFID, Finland, WB, ADB,..?)

E&E CoP–meeting 2008 / WATER, 14 Oct 2008 Jürg Staudenmann, UNDP BRC 16 New initiatives: EU/EC programmes (all adhering to the EUWI framework) Pilot project on IWRM and transboundary dialogue in Central Asia & Amazon Basin (DG EuropeAid) –EUR 1.65m: Contract with UNDP/BRC under negotiation for IWRM & Transboundary Dialogue in Kyr/Taj Illi-Balkash (Kazakhstan – China negotiations) “Regional Environment Programme for Central Asia” (DG RELEX) –EUR 16m: Pre-feasibility study suggest 5 projects in the area of water governance, transboundary aquifers, climate change adaptation, water quality objectives) –UNDP “well positioned” as implementation partner for one or more projects / components “Water Governance in Central Asia” (Ex-TACIS) –EUR 2.2m: Tendering already over –Question if and how UNDP could/should play a role / partner up
