South Nodaway Long Term Planning Bond Issue Presentation

Issues Impacting Long Term Planning 1. Educational Concerns South Nodaway currently has limited and slow internet connectivity at the elementary school, five teachers travel between the two buildings daily costing time and money, and high school A+ students must travel to the elementary to do their required A+ tutoring 2. Financial Concerns State revenues are down and will directly affect the amount of state aid we receive Reduction to state formula payment, transportation, Career Ladder and other state funded programs are all very real possibilities. This will put more of the financial burden on local effort. 3. Facility Concerns Operating two older facilities in two separate sites increases maintenance, energy and repair costs. These costs will only increase over time.

Moody’s Budget Forecast for the State of Missouri Missouri cannot grow enough to cover the stimulus dollars plus normal program growth when the stimulus dollars go away One of two bad scenarios will occur in the next few years: 1) Federal government will continue to simply print money to bail out fiscally irresponsible states, and Missouri will ride the wave; or 2) Stimulus payments go away and the General Fund budget falls off the cliff in FY 2011 or FY

State Budget Shortfall Impact on South Nodaway If we did not have the federal stabilization money this year we would be looking at a deficit in excess of $200,000 for This could result in 3-4 personnel and/ or programs lost, i.e. athletics and activities

Long Term Planning Bond Proposal South Nodaway R-IV BOE is asking the voters of the district for a $1.3 Million 20 year bond issue for the purpose of building a new elementary school addition adjacent to the high school site in Barnard. This could be done with a.6136 debt service levy which is a continuation of the current debt service. This would keep our overall levee at (5.44 operating and.6136 debt service) By comparison, Last year, 08-09, was 5.55 and.89 for a total of 6.44

The South Nodaway Long Term Plan Addresses Educational Concerns The educational expectations are 1) better access to technology for elementary students 2) approximately 375 minutes per week on the road from our swing teachers will be eliminated, 3) A+ tutoring can be accomplished without putting students on the road every other day and will give them more time and flexibility to work with the elementary students, 4) high school and elementary teachers will have more time to collaborate and make sure curriculum is aligned and objectives are being met

Financial Concerns The Financial Expectations are savings realized through elimination of redundant positions, lower utility and energy costs, less travel between buildings, lower technology costs, no need for extra summer custodial help, less building and grounds costs (roof, parking lot, etc.), lower custodial costs (overall building size to maintain would be less) Take advantage of low interest rates, competitive bidding environment, and possibility for stimulus bonds at 0% interest

…And Facility Concerns The Facility Expectations are modern classrooms with room for district growth, less money spent on maintenance and repair of aging buildings meals prepared and served in the same facility

Alternative Budget Reduction Measures are not Pleasant to Consider: Elimination of Activities and Athletic Programs Elimination of Benefits Like Health Insurance for Employees Combination of Classrooms Elimination of Non-core Classes and Programs

Alternatives to Save the Additional $49-$55 Thousand saved yearly with the bond Eliminating all JH and SH athletics would save app. $44-$54 thousand/year Reducing Music, PE and Art to ½ time would save app. $58 thousand/year Eliminating A+ and all JH sports would save app. $51 thousand/year All of these options take opportunities away from Students and do nothing to address facility concerns

The School’s Long Term Plan is to be Proactive The school will place a $1.3 Million dollar bond issue on the April 2010 ballot for the purpose of constructing a new elementary school adjacent to the high school in Barnard It is a proactive way to address budget shortfalls which will impact us in the future This will help offset the reduction in state revenue

Proactive cont. It will address technology, facility, A+ tutoring, and teacher travel concerns for the elementary students and teachers It will not raise taxes from their current level Economic conditions are difficult but it is a good time for a capital project because of low interest rates, competitive contracting, possibility of stimulus money, etc. It is not a good time to dip into carryover savings because of uncertainty of the funding from the state
