3 Canada-US Relations The CBSA and US CBP continue to work closely on shared border management Aligning policies/programs and targeted investments in border infrastructure are significant steps towards accelerating border passage for frequent low-risk travellers and traders The Beyond the Border Action Plan has become the focal point of an already deeply collaborative and cooperative relationship between the CBSA and US CBP

The CBSA and Beyond the Border Considerable time and effort have been dedicated to laying the foundation for the Action Plan This has included: –Developing the implementation path in collaboration with CBP –Ensuring we have the necessary resources as well as the legislative and regulatory coverage 4

The CBSA and Beyond the Border: Early Successes and What’s Next Early Successes: –Launched a marine in-transit pilot as part of the Integrated Cargo Security Strategy –Launched new sensor technology at the Peace and Queenston- Lewiston Bridges –Established New Joint Port Operations Committees What’s Next? –Harmonizing PIP and C-TPAT; Aligning CSA with ISA –Provide businesses/industry with a “single window” for reporting required import information 5

6 Border Modernization eManifest –An informed compliance period began November 1, 2012 for highway carriers –During this period, carriers will not be turned around or issued zero-rated penalties for non-compliance with eManifest, but will be informed of the requirement to transmit advance highway cargo and conveyance data –In May 2013, when eManifest-enabling legislation is expected to be in place, requirements will be mandatory and non-compliant carriers could be subject to penalties

7 Border Modernization continued CBSA Assessment and Revenue Management (CARM) Initiative –Working towards completion of the Accounts Receivable Ledger (ARL) –Ongoing work on CARM prerequisites which build the foundation for accounting, assessing and client self-service functions Postal Modernization –Construction of the new Vancouver facility began in February 2012 –Retrofit of the Toronto Gateway facility commenced in 2011; Technology upgrades began in early 2012 for Toronto Vista facility

Border Modernization continued 8 Refugee Reform –The Assisted Voluntary Return and Reintegration (AVRR) pilot program was launched in June 2012 –Ongoing implementation of Removals Backlog Reduction Strategy –Tools, policies, regulations and procedures are being modified to better support the expedited processing of failed refugee claimants, including more efficient file screening, interventions and analysis
