Where we stand on Goals & Objectives The PFD will primarily focus on European development policies, also considering global development agendas. The PFD should not become the only entry point between the EU and CSOs & LAs. The PFD should cover cross-cutting issues directly related to the role of CSOs & LAs as relevant development actors. The PFD should be a reciprocal multi-stakeholder space allowing for policy debate & exchange of information among relevant development actors across regions and levels. Like the SD, the PFD will not be a negotiation space; but rather a consensus building mechanism, which can issue joint recommendations to the actors involved. The PFD should cover three dimensions: –Supporting the implementation of the SD recommendations by all actors involved; –Further elaboration on the selected SD themes; –Promoting the policy debate & exchange of information and experiences on the EU main policies and initiatives, as well as on-going institutional reforms and constraints to CSOs/LAs participation in development. 4

Proposed allocation of seats 6 Region al level Initial families of actors (note: the PFD could consider enlarging its membership to other relevant families): LRAs – 12 Seats CSOs (Trade Unions, Cooperatives, NGOs) – 24 seats Private sector (Chambers of Commerce & Employers federations) – 4 seats 4 regions: AFRICA; ASIA; ENP & LATIN AMERICA 40 seats Europe an level European Institutions (EC, EEAS, EP, MS, EESC, CoR, EIB) All European platforms & networks involved in the Structured Dialogue (1 representative per platform) + Flexibility for newcomers (media, employers federations, …) For MS a system of representation on should be developed (possibility to use EU Presidencies) seats Global level 6 seats allocated to global actors (1 ITUC, 1 Cooperative, 1 CPDE, 1 for LRAs, 2 for the private sector) 6 seats

Proposed selection mechanisms Representatives shall be appointed/selected (on the basis of commonly agreed criteria) by the representative regional platforms & networks (auto-selection process). This process is confirmed for LRAs; Cooperatives; TUs and the Private sector As regards NGOs, a regional tailored approach is proposed: –Latin America - identification by well established regional platform and sub-regional constituencies –Africa – identification by (sub) regional platforms /network (on going process of structuring) –Asia – use of current CPDE systems to identify best options at sub-regional level –ENP South – identification by sectoral networks, which shall coordinated to put together a joint proposal –ENP east – need to deepen the regional analysis of existing actors, processes and dynamics. 7

Proposed membership criteria Mandated representative of a properly constituted and recognised structure/ platform and/or of an organisation affiliated to sectoral/national/regional networks. Expertise in the topics addressed at the PFD & proven track record (i.e. a minimum of years) Gender balance In case of regional networks, proven regional representativeness & inclusiveness. Institutional capacity to play as a facilitator of the process in two directions: globally and locally. Commitment to take part in the PFD in the short and medium term and availability. High level representation Excellent communication skills (verbal and written) & good interpersonal skills. Language skills (EN/FR or SP) 8
