CDG IRT – Kickoff Meeting Conference Call for 10/29/07 2 What is the ‘ Stage 1 Acceptance Test Plan’ - 02-Feb 2005’? + The intent of Acceptance Test Plan is to verify that international roaming is functional between CDMA International Roaming Partner Networks. + To confirm capability and sample the quality of service which CDMA Subscribers will receive when roaming from their home network to the international roaming partner network + Document was never finalized or tested

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 3 Why it is important to finalize… + Other Task groups are working on ‘Operational Agreements’, and ‘Trouble Reporting’ forms… yet basic standardized Testing between International Roaming partners hasn’t been completed to ‘certify or baseline’ roaming quality + Should have a ‘standardized INDUSTRY Test Plan’ if goal is to have standard Operational Agreements + By improving quality of service (network testing) and making testing processes more efficient we will expedite roaming revenue and will be more competitive with GSM operators.

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 4 Vision for the Test Plan document… + To be an evolving document with test cases for Basic Functionality and ‘Optional’ or ‘Supplemental’ Tests for functionality ▪ Ideas for future Optional test cases may include: CLI and VM, Network Based Plus Code Dialing etc... + It will be updated to reference all new CDG Industry Standard forms (International Roaming Qualification form, Voice and SMS Technical Data Sheets etc..)

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 5 Mission of the ‘Test Plan Task Force’ + Draft ‘Mission’ statement… – To develop, finalize and test an Industry Standard ‘CDMA Acceptance International Roaming Test Plan’ document so CDMA Operators may use to ensure features (basic and/or supplemental) work on Server Carriers network as they do on the Home Carriers network.

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 6 Goal of ‘Test Plan Task Force’ + Review and provide recommended edits to Test Plan by 4 th quarter Test the ‘Test Plan’ with 2 carriers for usability by 2 nd quarter 2008 or sooner + Produce a ‘Final’ Acceptance Test Plan by 2 nd Qtr 2008

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 7 Structure of the Test Plan Task Force Meetings + Live Meeting shall be used for team review documents + ‘Talking points’ shall be presented to team via PowerPoint + ‘Talking points’ & revisions shall be identified in Test Plan Document and shall be distributed to team for review. + Jan Bristrow(VeriSign) shall take minutes of the conference calls and distribute to team within 1 week of conference call. + ‘Test Plan Task Force’ shall receive a copy of the Test Plan Document with Revisions noted and will have a minimum of 2 weeks to provide approval/feedback or request further discussion on item at next conference call meeting + Once a finalize Test Plan has been approved, we may want to adopt the concept of ‘Change Requests’ to evolve a standardized document.

CDG IRT – Kickoff Meeting Conference Call for 10/29/07 8 Testing the Test Plan… + 2 carriers to ‘test’ the Standard Test Plan + Incorporate feedback for revisions (if any) from ‘live’ test of Test Plan Document into document + Submit final plan to CDG for ‘Standard’ approval
