What is a Title I School? Receives federal funding (Title I dollars) to supplement the school’s existing programs:  To provide high-quality education so that all students will meet the state student performance standards  Identifies students experiencing academic difficulties and provides timely assistance to help these student’s meet the State’s challenging content standards  Supplemental staff, programs, materials, supplies  Parental involvement meetings, trainings, activities  Recruiting/Hiring/Retaining Highly Qualified Teachers San Antonio ISD-Annual Title I Meeting 4

What is a School-wide Program? Purpose is to upgrade the entire educational program in order to raise academic achievement for all students Is built on school-wide reform strategies, rather than separate, add-on services Provides flexibility in spending Title I funds Permits flexibility to coordinate with other funds in support of the school-wide program Focuses on results San Antonio ISD-Annual Title I Meeting 5

What does the law require in regards to Parent Involvement?  The Elementary & Secondary Education Act, a.k.a. No Child Left Behind, requires school districts to implement programs, activities and procedures for the involvement of parents.  Such programs, activities and procedures shall be planned and implemented with meaningful consultation with parents of participating students. P.L , Section 1118(a)(2) & (b) Written Parent Involvement Policy Both the District and the Title I Part A campus must have a written parent involvement policy:  Developed jointly with parents  Agreed upon by parents  Distributed to parents Title I parents have the right to be involved in the development of the Parental Involvement Policy. 7 San Antonio ISD-Annual Title I Meeting

District Parent Involvement Policy At a minimum the District Parent Involvement Policy must establish parent involvement expectations and describe how the District will:  Involve parents in the joint development of the District’s education plan & the process of school review and improvement  Provide support to assist Title I schools in planning and implementing effective parent involvement activities to improve student academic achievement and school performance  Build the schools' and parents' capacity for strong parental involvement  Coordinate and integrate parental involvement strategies with other PI strategies under other programs  Conduct the annual parental involvement evaluation  Involve parents in the activities of Title I schools 8 San Antonio ISD-Annual Title I Meeting

9 SAISD Parent Involvement Policy

P.L , Section 1118(a)(2) Parent Involvement Policy Evaluation District has written parent involvement policy and conducts, with the involvement of parents, an annual evaluation of the content and effectiveness of the parent involvement policy toward improving the academic quality of Title I Part A, schools. 10 San Antonio ISD-Annual Title I Meeting

P.L Section 1118 (d) School-Parent Compacts at each Title I, Part A Campus School-Parent Compacts are commitments that:  Outline how parents, school staff, and the students share responsibility for improved student achievement  Describe by what means the school and parents will build and develop a partnership to help children achieve the State’s high standards You, as Title I Parents, have the right to be involved in the development of the School-Parent Compact. 13 San Antonio ISD-Annual Title I Meeting

P.L , Section 1118(e)(5)&(f) Understandable Communications District provides communications about the Title I Part A program in a format and to the extent practicable, in a language that parents can understand. 14 San Antonio ISD-Annual Title I Meeting

P.L , Section 1111(h)(6)(A-B) State Academic Assessment Information Title I Part A campus provides, to each individual parent, information on the level of achievement of the parent’s child in each of the required state academic assessments. 15 San Antonio ISD-Annual Title I Meeting

P.L , Section 1111(h)(6)(A-B) Highly Qualified Teacher Title I Part A campus provides timely notice, to each individual parent, if the child has been assigned to or taught by a teacher who is not highly qualified for 4 or more consecutive weeks. 16 San Antonio ISD-Annual Title I Meeting

P.L , Section 1111(h)(6) Teacher Qualification Information District ensures that parents of students in Title I schools are informed of their right to request and receive information on the qualifications of their child’s teachers.  You, as Title I Parents, have the right to request the qualifications of your child’s teachers. 17 San Antonio ISD-Annual Title I Meeting

What is a CNA & CIP?  The CNA & CIP/DIP is your school’s Comprehensive Needs Assessment and Campus/District Improvement Plan and includes:  A Needs Assessment and Summary of Data  Goals and Strategies to Address Academic Needs of Students  Professional Development Needs  Coordination of Resources/Comprehensive Budget  A family component to address parental involvement  You, as Title I parents, have the right to be involved in the development of these plans. What is the 1% reservation and how are parents involved? Any school district with a Title I Allocation exceeding $500,000 is required by law to reserve 1% of it’s Title I allocation for parental involvement.  Of that 1%, 5% may be reserved at the district level for system- wide initiatives related to parental involvement. The remaining 95% must be allocated to all Title I schools in the district. Therefore each Title I school receives its portion of the 95% to implement school-level parental involvement. Reservations Defined  Funds set-aside for planned activities  May be mandated by law or  Determined as a district-wide initiative based on need You, as Title I parents, have the right to provide input on these reservations and how these funds are used. San Antonio ISD-Annual Title I Meeting 21

Private Non-Profit Schools Under Title I of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act (NCLB), school districts are required to provide services for eligible private school students, as well as eligible public school students. In particular, Sec of Title I, Part A, requires a participating district to provide eligible children attending private elementary and secondary schools, their teachers, and their families with Title I services or other benefits that are equitable to those provided to eligible public school children, their teachers, and their families. Services and budget issues are discussed with private school officials as part of a consultation process before decisions are made to ensure the opportunity for eligible private school children to participate in Title I, Part A programs is not affected.
